Village of Germantown Board of Trustees met Feb. 18.

The regular monthly Board meeting of the President and Board of Trustees for the Village of Germantown was held at 7:00 p.m. Those present included the following: Trustees: Michael Albers, Ken Brauer, Roger Rickhoff, Jerald Schroeder and Brad Schroeder. Clerk Dawn Lakenburges, Village Attorney Aaron Epplin, Police Chief Jeff Wuebbles, and Supt. Steve Mullins and were also present. Village President Duane Ripperda and Trustee Ken Albers were absent. Guests included John & Mary Linders, Darlene Langenhorst and student Jessica Jansen.
Trustee Jerald Schroeder made a motion to appoint Trustee Michael Albers as chairman to fill in the absence of Village President Duane Ripperda. Trustee Brad Schroeder seconded the motion and the motion carried.
The minutes of the previous month’s meetings were available for review. A motion to approve the minutes as presented was made by Trustee Roger Rickhoff and seconded by Trustee Ken Brauer. Motion carried.
Residents John Linders, Mary Linders and Darlene Langenhorst spoke in opposition of a Zoning Board hearing held the prior week. Tom Eversgerd has submitted a zoning request for a map amendment changing his property from Commercial to R-1. Chief Jeff Wuebbles explained the Zoning Board of Appeals met but tabled their results for more clarification of the zoning code. Another hearing has been set for March 10, 2020. Once the Zoning Board makes their decision it will be brought to the Village Board for a final decision. Trustee Michael Albers thanked the residents for coming and said he understands their concerns.
Chief Jeff Wuebbles gave his report for January. He also said he and Officer Huelskamp will be in a 2-week training class starting next week.
Trustee Ken Brauer made a motion to approve Zoning case 2020-01 from Lakenburges Motor Co on their request of a map amendment to change zoning class from R-1 to Commercial. Trustee Jerald Schroeder seconded the motion and the motion carried.
Chief Wuebbles asked about no parking on one side of Walnut Street between West and Molitor Streets. Recently, as a large function was being held at the Legion, Officer Huelskamp couldn’t get through the street, much less, EMS having to get through. Trustee Roger Rickhoff said he will look at the area with Steve Mullins and make a recommendation.
Chief Wuebbles discussed new in car computers for the squad cars. After a brief discussion on the prices Wuebbles had, Trustee Jerald Schroeder made a motion to authorize Chief Wuebbles to spend up to $10,700 on in-car computers. Trustee Brad Schroeder seconded the motion and the motion carried.
A request from the Bulldog Dash was held. It was decided the Village would help in service again, and not monetarily. The Village will provide Police assistance and barricades, cones, etc from the Maintenance Department.
Trustee Jerald Schroeder, chairman of the Finance & Insurance Committee, said the Committee will meet to discuss the budget and employee salaries.
Attorney Aaron Epplin explained to the Board what options there are pertaining to allowing/disallowing mobile homes in Germantown. He will bring a draft of an Ordinance to next month’s meeting for further discussion.
Trustee Ken Brauer made a motion to adopt Ordinance 2020-02, AN ORDINANCE CREATING ARTICLE XII OF CHAPTER 27 OF THE REVISED CODE OF ORDINANCES OF THE VILLAGE OF GERMANTOWN, CLINTON COUNTY, ILLINOIS (regarding park regulations). Trustee Jerald Schroeder seconded the motion and the motion carried.
Trustee Roger Rickhoff made a motion to adopt Ordinance 2020-03, AN ORDINANCE CREATING ARTICLE XI OF CHAPTER 27 OF THE REVISED CODE OF ORDINANCES OF THE VILLAGE OF GERMANTOWN, CLINTON COUNTY, ILLINOIS (regarding residences and presence of registered sex offenders). Trustee Brad Schroeder seconded the motion and the motion carried.
A brief discussion was held on changing the cannabis ordinance. This was tabled until next month for Attorney Aaron Epplin to gather more information.
Trustee Jerald Schroeder made a motion to pay all bills as presented. Trustee Roger Rickhoff seconded the motion and the motion carried.
Trustee Jerald Schroeder then made a motion to adjourn the meeting. Trustee Ken Brauer seconded the motion and the motion carried. Meeting adjourned 7:45 pm.
