Village of New Baden Village Board met June 1.

The Regular Meeting of the New Baden Village Board was held remotely via Zoom Meetings. The meeting was allowed to be held telephonically by Illinois Executive Order 2020-07 dated March 16, 2020, due to the COVID-19 pandemic, without a physical quorum of the New Baden Village Board present. The public could observe and comment, when appropriate, by connecting on line through Zoom Meetings or calling in to participate. Mayor Picard called the meeting to order at 7:00 pm.
Present and answering to roll call via audio and video conference: Mayor Christy Picard; Trustees Bob Oster, Taylor Zurliene, Randy Joe Linthicum, and Tom Kuhn. Absent: Trustees Nicole Pederson, and Chris Locke. Staff Members Present: Village Clerk Teri Crane; Village Administrator Erika Kennett; Attorney Doug Gruenke of Bruckert, Gruenke & Long, P.C.; Public Works Commissioner Ron Renth; Doug Ratermann of HMG Engineers Inc. and Chief Building & Zoning Official Jerry Green. Staff Members Absent: Treasurer Casey Pierce; Chief of Police Chuck Mackin; and EMS Director Allen Gilbert; Public Works Employee.
Guests: Recognized on the Zoom Meeting was New Baden resident Byron Lewis, who stated he was just observing the meeting; and Justin Dunning and Jeff Stroot to discuss the New Baden Park Boosters, as on the agenda.
Treasurer’s Report
Board members reviewed the April 2020 Treasurer’s Report. Discussion on the potential of decreased funds coming from the State of Illinois due to the COVID- 19 Pandemic. Mayor Picard asked that Administrator Kennett and Treasurer Pierce work on projections for the coming year.
Consent Agenda
A motion was made by Trustee Zurliene and seconded by Trustee Oster to approve the Consent Agenda, which includes the of payment of current invoices and Minutes from the Regular Meetings on May 18, 2020.
Ayes: Oster, Zurliene, Linthicum, Kuhn.
Nays: None.
Absent: Pederson, Locke.
A majority of the Board voting aye, the motion carried.
MFT Maintenance FY 2020/2021
Fiscal Year 2020/2021 Motor Fuel Tax (MFT) Maintenance bids were due on May 20, 2020. Bids were as follows for Bituminous Materials (HFE-150): Mike A. Maedge Trucking Inc., $34,982.01 ($1.5610 per gallon); and Don Anderson Co. Inc., $35,631.90 ($1.59 per gallon). Doug Ratermann of HMG Engineers reported that oil prices are up considerably, the pricing is consistent with other recommended accepting the low bid from Mike Maedge Trucking.
A motion was made by Trustee Linthicum and seconded by Trustee Zurliene to accept the low bid of $1.5610 per gallon ($34,982.01) from Mike A. Maedge Trucking Inc. for Bituminous Materials, furnished and applied.
Ayes: Oster, Zurliene, Linthicum, Kuhn.
Nays: None.

A majority of the Board voting aye, the motion carried.
Creation of New Baden Park Boosters
New Baden residents Justin Dunning and Jeff Stroot, who both currently serve on the New Baden Park and Recreation Board, provided to Village Board members bylaws of the proposed New Baden Park Boosters. The purpose of the Boosters will be to promote and provide improvements to the New Baden Park, sporting and recreational facilities. Membership and annual dues would be required; paid members would be voting members. A seven (7) member Board of Directors would be formed with quarterly meetings. This group will be different then the former New Baden Athletic Boosters that disbanded in early 2008; which focused on the New Baden athletic teams (summer ball, soccer, and flag football). The Park Boosters would raise funds and focus on improvements to the Park; they would host tournaments and events like the parent/child dances; host a Park Spring Clean-up Day. The consensus of the Village Board was in favor of the formation of the Park Boosters. Attorney Gruenke stated no formal action was required; but it was decided that a resolution be considered at the next regular meeting that shows the New Baden Village Board is in full support of the Park Boosters; this resolution is non-binding. In the future, the Park Boosters could eliminate the need for the Park and Recreation Board.
“Restore Illinois” Plan
Discussion on what places remain closed and what items changed with the State of Illinois entering Phase 3 (Recovery) of the “Restore Illinois” plan in connection with the COVI19 pandemic. Currently, gatherings are limited to 10 or less, following social distancing and mask guidelines. Currently, Illinois is waiting for the Governor to sign SB 2135 which will affect municipalities, including addressing Open Meetings Act (OMA) requirements.
There being no further business to be brought before the Village Board, a motion was made by Trustee Linthicum and seconded by Trustee Kuhn to adjourn the meeting.
Ayes: Oster, Zurliene, Linthicum, Kuhn.
Nays: None.
Absent: Pederson, Locke.
A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:32 pm.
