Village of New Baden Village Board met July 20.

The Regular Meeting of the New Baden Village Board was held remotely via Zoom Meetings. The meeting was allowed to be held telephonically by Illinois Executive Order 2020-07 dated March 16, 2020, due to the COVID-19 pandemic, without a physical quorum of the New Baden Village Board present. The public could observe and comment, when appropriate, by connecting on line through Zoom Meetings or calling in to participate. Mayor Picard called the meeting to order at 7:00 pm.
Present and answering to roll call via audio and video conference: Mayor Christy Picard; Trustees Bob Oster, Taylor Zurliene, Randy Joe Linthicum, Nicole Pederson, Chris Locke and Tom Kuhn. Absent: None. Staff Members Present: Village Clerk Teri Crane; Village Administrator Erika Kennett; Attorney Doug Gruenke of Bruckert, Gruenke & Long, P.C.; Public Works Commissioner Ron Renth; Chief of Police Chuck Mackin; Treasurer Casey Pierce; and Chief Building & Zoning Official Jerry Green. Staff Members Absent: EMS Director Allen Gilbert.
Treasurer’s Report
Board members reviewed the June 2020 Treasurer’s Report prepared by Treasurer Pierce. Treasurer Pierce gave a few highlights from the month; she also clarified that State checks are distributed 3-months behind, in June the State issued funds collected in the month of March.
Plan Commission Advisory Report from July 14, 2020
Board members reviewed the Advisory Report/ Recommendation from the Plan Commission meeting held on July 14, 2020. This meeting was for a Zoning Map Amendment from Ronald and Deborah Kalmer to change from Agricultural “A” to Single Family Residence “SR-1” at Parcel ID 11-10-07-307-054, commonly known as 700 N Clinton St. The ordinance changing the zoning will be considered by the Board later in this meeting.
Consent Agenda
A motion was made by Trustee Zurliene and seconded by Trustee Oster to approve the Consent Agenda, which includes the of payment of current invoices and Minutes from the Regular Meeting on June 15, 2020, the Regular Meeting on July 6 was canceled due to lack of business.

Ordinance 2020-07-20-A: Amending the Village Code Chapter 25, Article II, Section 2, Regarding Property Owner Maintenance of Weeds, Grass and Various Other Plants
A motion was made by Trustee Pederson and seconded by Trustee Zurliene to approve Ordinance 2020-07-20-A: Amending the New Baden Village Code Chapter 25, Article II, Section 2, Regarding Property Owner Maintenance of Weeds, Grass and Various Other Plants. This amends the code to require the property owner or tenant to maintain the Village on a right-of-way or easement held by the Village which crosses over or abuts the property owner’s or tenant’s property. Any such plants, grass or weeds exceeding eight inches (8”) in height are hereby declared to be a nuisance. Discussion by Board members as to current areas that are affected by this change in the code, as well as past areas that were problems, that prompted the creation of this ordinance.

Ordinance 2020-07-20-B: Changing the Zoning Classification of Property Located at 700 N Clinton St from “A” to “SR-1”
A motion was made by Trustee Pederson and seconded by Trustee Oster to approve Ordinance 2020-07-20-B: Changing the Zoning Classification of Property Located at 700 N Clinton St from Agricultural “A” to Single Family Residence “SR-1” (Parcel No. 11-10-07-307-054). This was a recommendation from the Plan Commission at the Public Hearing held on July 14, 2020.
Ayes: Oster, Zurliene, Linthicum, Pederson, Kuhn, Locke.
Nays: None.
Absent: None.
A majority of the Board voting aye, the motion carried.
Overhead and Underground Electric Easement with Ameren Illinois
A motion was made by Trustee Oster and seconded by Trustee Pederson to approve an Overhead and Underground Electric Easement with Ameren Illinois (Parcel No. 11-10-18-135-010; located on West Missouri St). An adjacent property owner is needing a system upgrade for the business expansion and needs an electric pole placed on the Village’s property.
Ayes: Oster, Zurliene, Linthicum, Pederson, Kuhn, Locke.
Nays: None.

Sidewalks In Steeple View Estates
Trustee Zurliene addressed the Board regarding disconnected sidewalks in Steeple View Estates, this is the lack of sidewalks on undeveloped lots in the subdivision. Mr. Zurliene asked what recourse the Village could take to make sure sidewalks are put in place or prevent this issue in the future. Chief Building and Zoning Official Green stated that right now the Village cannot do anything to address this issue. Public Works Commissioner Renth also asked about when a resident causes damage to the public sidewalk, what recourse does the Village have to require the resident to make the necessary repairs. Attorney Gruenke stated he would research damaged sidewalks by individuals.
Concrete Streets
Trustee Linthicum asked about repairs to concrete streets that are cracked and damaged. This is not a budgeted expense, but it was discussed to make sure it becomes a maintenance item in the Fiscal Year Budget.
Surplus 2008 Ford Explorer Police Vehicle
Chief of Police Mackin stated that the 2008 Ford Explorer Police vehicle that was declared surplus in November 2019 is set to be auctioned off in the coming weeks.
There being no further business to be brought before the Village Board, a motion was made by Trustee Zurliene and seconded by Trustee Oster to adjourn the meeting.
