City of Carlinville City Council met Sept. 21.

Here is the minutes provided by the council:

PRESENT: Alderman Harber, Alderman Downey, Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, Police Chief Haley, Woodard & Curran Representative Dan Held, City Treasurer/Budget Officer Reichmann

Approval of Previous Minutes - Motion was made by Alderman McClain to approve minutes, seconded by Link, motion passed unanimously.

Approval of Treasurers Report/Bills/Police - Motion made to approve bills by Alderman Ober, seconded by Oswald, motion passed unanimously.

Correspondence

Carlinville Cub Scout Pack 65 – Motion was made to approve and place on file by Alderman Link, seconded by Koller, motion passed unanimously.

Public Comment

Les Totsch owns property adjacent to the new shooting range on city property. He is concerned with the washout from the creek on to his property and the inlet and outlet of his property.

Jean Oppegard expressed that as a handicapped person the city is not handicapped friendly. Sidewalks or businesses, mayor expressed that we have been working on improving as we are able.

Old Business

CTS Update – CTS representatives were here to update on the Frontier Building for the police department. A floor plan and elevations were presented. They have also flown a drone over the roof determining the roof has approximately 3-5 years left. Also, they have discovered asbestos inside the building. They are working on energy savings plans for all other city buildings. CTS believes there are grants available for improvements.

Frontier Property Contract - tabled

Ordinance Amending Parts of City Code Pertaining to Clerks Salary - tabled

Ernie Mansfield Proposal – Our broker Ernie Mansfield has proposed an electricity contract that will remain the same for 3 years, December 20-December 2023. The proposal is actually lowering the cost of our electricity. A motion was made by Alderman Downey for the city to enter into the contract with Ernie Mansfield for 3 yrs., seconded by Ober, motion passed unanimously.

Sand Filter Pump and Piping at WWTP – Sand filter pump and piping needs to be replaced at the WWTP, the cost is $10,995.00 from Vandevanter Engineering it is budgeted, motion was made by Alderman Koller to approve, seconded by Link, motion passed unanimously.

Finance Committee Meeting Time Change – Alderman Oswald explained due to a new member of the finance committee, we need to change our meetings to 5 p.m. on Wednesdays. Motion was made by Alderman Oswald to make the change, seconded by Link, motion passed unanimously.

Lake Lease Transfer Pruitt to Landers – Motion was made by Alderman Downey to transfer lease from Pruitt to Landers, seconded by McClain, motion passed unanimously.

Advertise for Vehicles/Equipment to Sell – Motion was made by Alderman Link to advertise for bids for old equipment and vehicles from the public works department, seconded by Harber, motion passed unanimously.

New Business

Senergy Technologies - tabled

Discussion of Trick or Treat – Discussion took place regarding trick or treating during the pandemic, it was decided to leave dates as always Oct 30-31, 5-8 p.m. and leave it to the citizens discretion.

Motion to adjourn was made by Alderman Downey at 7:00 p.m., seconded by Koller motion passed unanimously.
