Call to Order:
A special meeting of the Greenville City Council was called to order at 7:00 p.m. by Mayor Alan Gaffner.
Roll Call:

Public Comment:

Fiscal Year 2020 Audit
Representatives with Scheffel Boyle, Mark Korte, Lisa Bohnenstiehl,
Presentation:
Jessica Roman and Trevor Reed, were in attendance to present the audit for fiscal year ending April 30, 2020. Lisa Bohnenstiehl went through the various schedules, and reported the audit received a clean opinion from the firm with no audit findings. She also provided a general analysis of the financial statements and trends exhibited.The city received a positive financial audit report in terms of financial performance and internal controls and procedures.
COVID-19 Update:
City Manager Willey reported that revised COVID grant/loan program details had been distributed to qualified businesses, with thedeadline for grant application being October 9th.
2020 Census:
Mayor Gaffner encouraged residents who had not responded to the2020 census, to do so. With federal and state funding based on census numbers, it is important for all members of the community to complete their census reporting.
Council Chamber Video and Audio Equipment:
The coronavirus pandemic has changed how council meetings are being broadcast and viewed by the public. Staff has been working with existing equipment to livestream video on the City’s Facebook account. While this has provided the public with a platform to view public meetings, there have been some technical challenges. With the ongoing need to continue to provide live video display of council meetings, staff is in the process of obtaining proposals to upgrade the current equipment. Staff will bring back various options at a later meeting for council consideration.
Unserved Sewer Final Payout:
With work completed on the unserved sewer project, final approval of payout and completion of the project is necessary. The project cost can be broken down as follows:
Rural Development Loan $ 4,850,000
Rural Development Grant 665,000
Local Agency Share 712,888
Fourth Street $624,174
Remaining 88,714 __________
$ 6,227,888
Final payout is $208,714 with the city share, after $120,000 of grant funds are disbursed, of $88,714. Motion by Heath, seconded by Littlefield, to approve final payout of $208,714 for unserved sewer project.

Meeting was adjourned from closed session at 8:31 p.m.
