City of Greenville City Council met Oct. 13.

Here is the minutes provided by the council:

Following the Executive Orders issued by Illinois Governor Pritzker limiting large gatherings, the City of Greenville held this special council meeting at the Greenville Municipal Building providing remote participation for members of the public and members of the public body via conference call line and livestreamed on the city’s Facebook page.

Call to Order: A special meeting of the Greenville City Council was called to order at 6:46 p.m. by Mayor Alan Gaffner.

Roll Call: Present: Mayor Alan Gaffner, Councilman Bill Carpenter, Councilman Mike Heath, Councilman Kyle Littlefield, and Councilwoman Lisa Stephens

Also Present: City Manager Dave Willey and City Clerk Sue Ann Nelson

Pledge: The pledge of allegiance to the United States flag was recited.

Notice of Meeting: Notice of the special meeting having been given as provided by law, said meeting was called for consideration of the following agenda:

1) Roll Call

2) Pledge of Allegiance

3) Public Comment

4) Application for Illinois Transportation Program Funds – Elm Street Pedestrian Path Project

Public Comment on Non-Agenda Items: With no comments being expressed, public input was closed.

Application for Illinois Transportation Program Funds – Elm Street Pedestrian Path Project: City of Greenville Mayor, Alan Gaffner and City Manager David Willey presented information regarding the Elm Street Pedestrian path project and efforts to obtain Illinois Transportation Enhancement Program (ITEP) funds. The project will provide the community with a pathway where current sidewalks do not exist. It will also address a safety concern for individuals walking or biking to the university athletic fields on Elm Street. Scott Slemer was introduced as the engineering consultant, who provided specifics of the project.

The City of Greenville plans to apply for $581,360 in ITEP grant funds to construct a new 8’-wide Portland cement concrete shared- use pedestrian route beginning at the existing walk located on the east side of South Elm Street at Louis Latzer Drive. The path will cross Elm Street and continue south on the western side of the roadway past the John Strahl Athletic Complex to Hillview Road, where it will cross Elm Street and continue south to the Fitness Training Center. The total length of the project will be 3,900

feet. Easements and/or right-of-way will need to be obtained from ten (10) different parcels. Total project costs are anticipated to be $730,500 including a local match of approximately $149,000.

The council expressed their complete support for the project, and is eager for the project to move forward. No other comments were received from the council or public.

Adjourn: At 7:07 p.m., moved by Carpenter, seconded by Littlefield, to adjourn the special council meeting.
