City of Carlinville City Council met Nov. 16

PRESENT: Acting Mayor Oswald, Alderman Harber, Alderman Downey, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, Woodard and Curran Representative Dan Held Police Chief Haley Absent: Alderman Howard, City Treasurer/Budget Officer Jody Reichmann
Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by McClain, motion passed unanimously.
Approval of Treasurer’s Report/Police Report/Bills - Motion made to approve all listed by Alderman Downey, seconded by Harber, motion passed unanimously.
Correspondence

Both pieces of correspondence were approved and placed on file after a motion was made by Alderman McClain, seconded by Koller, motion passed unanimously.
Public Comment
Alderman Ober thanked Alderman McClain, Roger Goodman and surrounding neighbors that helped with clean up of two homes that were vacated in Standard Addition.
Old Business – None
New Business
Cookout and Council Dates for 2021 – Motion was made by Alderman Harber, seconded Ober to approve cookout and council dates for 2021.
Dimond Brothers/Insurance Renewal – Mitch Newell was on the phone to answer in questions regarding our insurance renewal, which will expire December 1, 2020. Discussion took place, questions were answered, a motion was made by Alderman Ober, seconded by Koller to accept the new insurance renewal for 2021 with a 9.7% increase, motion passed unanimously.
Chief of Police Salary – Alderman Ober head of Public Safety brought a recommendation from the Public Safety Committee to increase the Chief of Police’s salary by $2,000.00, he read comparisons from surrounding cities of approximately the same size. Motion was made by Alderman Ober to increase salary from $63,000.00-$65,000.00, seconded by Downey motion passed unanimously.
Mayor’s Appointment of Alderman Ward 4/Swearing In – Mayor’s appointment of Victoria Wagstaff was approved after a motion was made by Alderman Ober, seconded by McClain, motion passed unanimously. Mayor then swore in Victoria Wagstaff as Alderman Ward 4.
Mayor’s Appointment of a Committee to Review RFP’s for Energy Savings – Mayor appointed Kim Harber and Randy Ober to a committee to review RFP’s coming into city hall for energy savings. RFP’s are due the 27th of November. Motion was made to approve the mayor’s appointments by Alderman McClain, seconded by Koller, motion passed unanimously.
Motion to adjourn was made by Alderman Downey at 6:18 p.m., seconded by Koller motion passed unanimously.
