City of Greenville Council met March 9.

Following the Executive Orders issued by Illinois Governor Pritzker and limiting large gatherings, the City of Greenville held its March council meeting at the Greenville Municipal Building providing remote participation for members of the public and members of the public body via conference call line and livestreamed on the city’s Facebook page.
Call to Order: The regular meeting of the Greenville City Council was called to order at 7:02 p.m. by Mayor Alan Gaffner.
Roll Call: Present: Mayor Alan Gaffner, Councilman Bill Carpenter, Councilman Mike Heath, Councilman Kyle Littlefield, and Councilwoman Lisa Stephens
Also Present: City Attorney Patrick Schaufelberger, City Manager Dave Willey and City Clerk Sue Ann Nelson
The pledge of allegiance to the United States flag was recited.
Citizen Input: Robert Rogers addressed the council regarding on-street parking across from his driveway on Sunset Point. The area was previously striped as a no parking area, but during the recent large snow event a trailer was parked in this area because the markings could not be seen. Mr. Rogers requested a “No Parking” sign be installed. Consensus of the council was that if there was only one incident and that was due to the snow, a sign was not warranted. With no further comments, citizen input was closed.
CONSENT AGENDA:
∙ Approval of minutes of the February 8, 2021 Special Council Meeting, February 9, 2021 Regular Council Meeting, February 12, 2021 Special Council Meeting;

I-70 Coaches Clinic: Unanimous recommendation from the Tourism Committee to approve $5,000 for 2022 I-70 Coaches Clinic, which will be planned as a hybrid event allowing for virtual and in-person attendees.
Proposal to Replace Network Switch: Proposal from Acropolis Technology Group for $4,143.44 to replace network switch which is seven years old and recently experienced performance issues.
Storm Water Drainage Repairs: Approve purchase of pipe and catch basin from Kienstra Precast for $7,900 to repair storm water drainage problem on E. College Avenue.
Approval of Consent Agenda: Motion by Littlefield, seconded by Stephens approve the consent agenda as presented.

COVID-19 Update: Bond County Health Department Administrator Sean Eifert provided an update on COVID vaccinations in Bond County.
Masa Milling Update: City Manager Willey provided an update on the Masa Milling plant. The facility is currently operating one shift producing bulk white flour. Management has indicated that they are looking to add staff and increase production.
Sunpin Solar Update: City Manager Willey reported that Sunpin is in discussions with Ameren regarding the interconnect cost as they work towards exercising their option on the land this summer.
NextSite Status Report: City Manager Willey reported that work continues with NextSite to make contact with franchisees and developers to attract businesses to Greenville.
Snow Removal: Mayor Gaffner commended the efforts of the Public Works department for snow removal and clearing of sidewalks in the Downtown area during the recent 10 inch snow event.
Daycare Update: Mayor Gaffner emphasized that having a local daycare is a priority and work continues with private ownership to open a daycare following the closure of Sonrise Daycare.
Municipal Aggregation / Fee Determination: City Manager Willey reviewed the current aggregation program with Good Energy and relayed that bids are being accepted on March 10th for fixed rate aggregation pricing that would start in June. The City of Greenville, along with forty other governmental entities, pool its total usage to obtain a more competitive electric energy rate. Residents will be included in municipal aggregation unless they chose to “opt-out” and sign with another electrical supplier, which they can do at any time. No action is necessary, as the council has previously passed a resolution authorizing the city manager and city clerk to act on behalf of the city during the bid process. City Manager talked about the civil fee of 1/10 cent or 2/10 cent which could be assessed, but the city has chosen not to do so previously. The council again was not interested in charging a civil fee.
New Home Construction Agreement: City Manager reported that he had been working with a developer to build a single-family home on a city-owned lot. Proposed development agreement for 322 S Spruce Street outlines terms for development of the vacant lot. Motion by Carpenter, seconded by Heath, to approve development agreement with additional default language to be added by the City Attorney. City Manager Willey indicated that staff continues to speak with other developers for the other city-owned lots.

Liquor Control Discussion – Prohibited Location: An inquiry was made regarding a retail liquor license near a school. Current city code states that a business within 250 feet of a school is a prohibited location. State statute states that a liquor license cannot be granted within 100 feet of a school. City Code cannot be less restrictive than state statute. Also, there was a 2019 change to the state statute providing the local liquor control commissioner the authority to grant an exemption for a prohibited location if approved by local ordinance. Following discussion, an amendment to the city liquor control ordinance will be brought back at the next council meeting to change the distance to match state statute of 100 feet from property line for a school and that the local liquor control commissioner may authorize an exemption to a prohibited location.
Bids for Lease of City Owned Farm Ground: Five bids were submitted for the request for proposal for approximately 70 acres of tillable farm ground in the Industrial Park. High bid was submitted by Martin McEvers with McEvers Farms for $18,550. Motion by Littlefield, seconded by Stephens, to approve bid from McEvers Farms for three-year farm lease.

Fiscal Year 2022 Preliminary Budget: City Manager Willey and City Clerk/Finance Director Nelson provided an overview of the fiscal year 2022 budget including capital expenditures. Following council feedback, additional revisions will be made and brought back at the April council meeting.
Appointments to Boards and Commissions: None.
Old Business: Mayor Gaffner remarked that Governor Pritzker signed the law enforcement bill into law that the council had previously approved a resolution to send a letter to the Governor in opposition to.
New Business: Dates for several upcoming events were provided to the public, and the City Manager addressed concerns about empty cardboard left in the open at retail establishments. Staff is working to address this issue.
Mayor Gaffner indicated that he had received resident concerns over vehicles not fully stopping at four-way intersections. The police department will monitor this.
