Following the Executive Orders issued by Illinois Governor Pritzker limiting large gatherings, the City of Greenville held this special council meeting at the Greenville Municipal Building providing remote participation for members of the public and members of the public body via conference call line and livestreamed on the city’s Facebook page.

Call to Order: A special meeting of the Greenville City Council was called to order at 7:02 p.m. by Mayor Alan Gaffner.

Roll Call: Present: Mayor Alan Gaffner, Councilman Bill Carpenter, Councilman Mike Heath, Councilman Kyle Littlefield, and Councilwoman Lisa Stephens

Also Present: City Manager Dave Willey and City Clerk Sue Ann

Pledge: The pledge of allegiance to the United States flag was recited.

Notice of Meeting: Notice of the special meeting having been given as provided by law, said meeting was called for consideration of the following agenda:

1) Roll Call

2) Pledge of Allegiance

3) Public Comment

4) Greenville High School Athletic Director Joe Alstat – Unit 2 School Athletic Complex Improvements Presentation – Discussion/Action

5) Proposal for Engineering Services for Idler Lane Water Main Project

6) Wastewater Plant Dissolved Oxygen Controller

7) Appointments to Boards and Commissions

8) Executive Session: Purchase of Real Estate, Section 2 (c)(5); Sale of Real Estate, Section 2 (c)(6); Personnel, Section 2 (c)(1-2); and Pending Litigation, Section 2 (c)(11); of the Open Meetings Act

Public Comment: With no comments being expressed, public input was closed.

BCCU#2 Athletic Complex Improvements: Greenville High School Athletic Director Joe Alstat provided a presentation titled “Connecting All Comets”, detailing an overview for athletic complex improvements. The Bond County School Board recently gave the go-ahead for Athletic Director Alstat to present the plans to gauge community support. Alstat explained that the plan is divided into three phases; turf and lights, auxiliary gym, and tennis courts and miscellaneous improvements. The total cost of the project is unknown, but Athletic Director Alstat is estimating the turf and light phase will cost approximately $2 million, the auxiliary gym will cost $1.5 - $2 million, and tennis courts costs unknown. Alstat stated his goal was to raise $1 million in community support and was requesting $200,000 over 5-10 years from the City of Greenville as a Diamond-Plus level supporter.

Following the presentation, the council discussed the plans and city participation. Motion by Heath, seconded by Carpenter, to pledge a $20,000 contribution per year for 10 years towards the Bond County High School athletic complex improvements, pending approval by the Bond County Community Unit #2 School Board.

Engineering Services for Idler Lane Water Main Project: Engineering services for installation of a new transmission water main along Idler Lane between Route 140 and College Avenue, consisting of the installation of a new 14” water main that would connect to the 16” main at Route 140 and proceed south approximately 3300’ to College Avenue and connect to 14” existing main. Engineering proposal from Milano and Grunloh not to exceed $40,000 for design engineering and submittal of CDBG grant, and alternate for construction engineering not to exceed $35,000. Motion by Stephens, seconded by Littlefield, to approve agreement for engineering services for Idler Lane water main project not to exceed $40,000 for design engineering, and alternate for construction engineering not to exceed $35,000.

Wastewater Plant Dissolved Oxygen: Proposal from Illinois Electric Works for the purchase and installation of VFD controls in the orbal ditch to allow the VFD to Controller: automatically regulate dissolved oxygen input. Motion by Littlefield, seconded by Carpenter, to approve purchase and installation of dissolved oxygen VFD controls by Illinois Electric Works for $8,000.

Ayes: Littlefield, Carpenter, Heath, Stephens, Gaffner

Nays: None

Motion carried

None.

Adjourn: At 8:46 p.m., moved by Littlefield, seconded by Stephens, to adjourn.
