Aviston School District 21 Board of Education met March 17.

Here is the minutes provided by the board:

1. Call to Order—7:00 pm 

a. Roll Call 

1. Members present: Thole, Voss, Eversgerd, Jansen, Toennies, Schulte,  Strubhart 

2. Members absent: None 

3. Non-Members present: Superintendent Hamil, Tammy Kuper, Dawn  Powell, Jeff Morris, Shelly Albers, Amanda Beer, Amy Schilling, Stacey  Lampe, Jamie Winkeler 

2. Public Comment/Recognition of Visitors/Good News Report 

a. Public Comment: Jeff Morris addressed the Board requesting that parents of athletes be able to attend away games and that the Clinton County Conference COVID athletic event guidelines be reconsidered. 

b. Good News Report: COVID numbers affecting school attendance have been extremely low and older students have begun moving to various classrooms  (with safety measures in place) in a return to normal operations.  

3. Motion to amend the agenda: 

a. None 

4. Approval of Consent Agenda: 

a. Approve Minutes of Regular February 24, 2021 Meeting 

b. Approve Payment of Bills 

c. Treasurer’s Report 

d. Motion by Schulte, second by Jansen to approve the consent agenda items. 

e. Roll Call: Thole, aye; Voss, aye; Eversgerd, aye; Jansen, aye; Toennies, aye; Schulte, aye; Strubhart, aye. None opposed. None Absent. 

5. Superintendent’s Report 

a. COVID-19/School Health Updates – COVID-related absences have declined to very near zero for both students and staff members. ISBE released new  guidance for schools, which includes flexibility in social distancing for schools  from 6 feet to 3-6 feet. AGS has implemented more movement of students  between classrooms with safety protocols in place.  

b. Staffing Determinations for FY22 – Staff numbers for next year were recommended to remain at current levels.  

c. Summer Maintenance Projects – Projects to be addressed this summer include new sinks in the junior high restrooms, fresh wood chips for the playground, and the purchase of desks/chairs to replace those damaged or worn during the  school year. 

d. Board Election Update – The 2021 Consolidated Lection will be held on April 6, 2021. Four seats will be open, with four candidates on the ballot.  

e. Statement of Economic Interest – Board member statements need to be filed with the Clinton County Clerk prior to the beginning of May.  

6. New Business 

a. Resignation of Certified Staff 

1. Motion by Voss, second by Strubhart to accept the resignations of  Samantha Crandall as 6th Grade English/Language Arts Teacher and Natalie Bossler as 7/8th Grade Science Teacher  

2. All in favor. None opposed. None Absent.  

b. Lease of Scissors Lift/Equipment 

1. Motion by Jansen, second by Schulte to authorize Superintendent  Hamil to enter into a lease agreement on behalf of the District for a  scissors lift not to exceed $11,500. The lease will be funded with revenue acquired through the District lease levy.  

2. Roll Call: Thole, aye; Voss, aye; Eversgerd, aye; Jansen, aye; Toennies,  aye; Schulte, aye; Strubhart, aye. None opposed. None Absent. 

c. Facilities – Purchase of Restroom Sinks  

1. Motion by Schulte, second by Strubhart to authorize Superintendent  Hamil to accept the lowest reasonable estimate for the purchase and  installation of two new sinks for the junior high wing restrooms, with  the purchase not to exceed $13,750.  

2. Roll Call: Thole, aye; Voss, aye; Eversgerd, aye; Jansen, aye; Toennies,  aye; Schulte, aye; Strubhart, aye. None opposed. None Absent. 

d. Adoption of 2021–2022 School Calendar 

1. Motion by Jansen, second by Voss to accept the 2021-2022 School  Calendar as presented. 

2. All in favor. None opposed. None Absent.  

e. Annual Review of Safety Plans  

1. Motion by Schulte, second by Strubhart to approve the District Crisis Management Plan as presented.  

2. All in favor. None opposed. None Absent.  

f. Rehiring of Certified Teachers for 2021-2022 School Year 

1. Motion by Strubhart, second by Voss to rehire all certified teachers for  the 2021-2022 school year. 

2. Roll Call: Thole, aye; Voss, aye; Eversgerd, aye; Jansen, aye; Toennies,  aye; Schulte, aye; Strubhart, aye. None opposed. None Absent. 

7. **Closed Session--Closed session may be used to discuss contract negotiations, employee issues and other items as deemed necessary by the board and as approved in 5 ILCS 120/2 of the Open Meetings Act.  

1. Motion by Strubhart, second by Jansen to enter closed session at 7:59 pm 

2. All in favor. None opposed. None Absent.  

3. Motion by Strubhart, second by Voss to return to open session at 9:24 pm.  

4. All in favor. None opposed. None Absent.  

8. Adjournment 

a. Motion by Schulte second by Strubhart to adjourn the March 17, 2021 meeting  at 9:42 pm. 

b. All in favor. None opposed. None Absent.
