City of Greenville City Council Met April 13.

Here is the minutes provided by the council:

Following the Executive Orders issued by Illinois Governor Pritzker and limiting large gatherings, the City of Greenville held its April council meeting at the Greenville Municipal Building providing remote participation for members of the public and members of the public body via conference call line and livestreamed on the city’s Facebook page.

Call to Order: The regular meeting of the Greenville City Council was called to order at 7:02 p.m. by Mayor Alan Gaffner.

Roll Call:

Present: Mayor Alan Gaffner, Councilman Bill Carpenter, Councilman Mike Heath, Councilman Kyle Littlefield, and Councilwoman Lisa Stephens

Also Present: City Attorney Patrick Schaufelberger, City Manager Dave Willey, and City Clerk Sue Ann Nelson

The pledge of allegiance to the United States flag was recited.

Citizen Input: With no comments, citizen input was closed.

CONSENT AGENDA:

· Approval of minutes of the March 9, 2021 Regular Council Meeting, March 30, 2021 Special Council Meeting;

· Financial Statements for March 2021;

· Approval of Accounts Payable totaling $621,217.63; 

· Approval of Administrative Reports of the Police Department, Public Works, Sewer and Water Departments, Building Permits, and Code Enforcement Report;

· Record Items – None

Bond County Fourth Fest Funding: Unanimous recommendation from the Tourism Committee to approve $10,000 for Fourth Fest two-day event, July 2nd and July 3rd, which will feature the band EXILE, fireworks and a carnival.

Ordinance 3238 – Amend UDO to Add Surface Parking Lot as Conditional Use: Following a request from Z-1 Automotive, unanimous recommendation from the Planning Commission to allow open surface parking as a conditional use in the Neighborhood Urban zone.

Ordinance 3239 – Grant Z-1 Properties Conditional Use Permit for Open Parking Facility: Unanimous recommendation from the Planning Commission, and pursuant to the approval to add open surface parking as a conditional use in the Neighborhood Urban zone, grant Z-1 Properties a conditional use permit for an open parking facility in a Neighborhood Urban zone located at 702 S White Street.

2021 MFT Material Bids: Having received bids for the MFT material bid letting, bids were publicly opened on March 26, 2021. Low bids were submitted as follows: Beelman for 727 ton CM 14 Trap Rock for $27.94 per ton, 700 ton of CA 6 rock for $10.98 per ton, 500 ton of CA-16 rock for $13.29 per ton and 450 ton CA-7 rock for $15.39 per ton; DMS Contracting for 727 ton of Cover Coat Aggregate for $21.50 per ton; Don Anderson for 30 ton HFE 300 for $491.47 per ton, and 78.6 ton HRS2 Bituminous Asphalt for $467.917 per ton.

Renewal of Police Department Lexipol Software: Annual renewal of law enforcement police manual and updates from Lexipol for $5,653.

Repair Water Plant Intake Line: Affirm City Manager emergency approval to repair water intake leak from Governor Bond Lake to the water plant. Repairs were completed by Korte Luitjohan for $3,569.47.

Replace Water Plant Chlorine Dioxide Gas Detector: Affirm City Manager emergency approval to replace the chlorine dioxide gas detector by PureLine for $4,534.12.

Water Plant Chlorine Dioxide Control Unit: Affirm City Manager emergency approval to replace controller on chlorine dioxide unit that was inoperable by PureLine for $14,945.

Wastewater Plant Influent Structure Maintenance: Proposal from Haier Plumbing to clean out influent structure for $6,060 which will include two days of work. Additional days will cost $2,880 per day, per worker.

Street Department Backhoe Repair: Street Department Case backhoe repairs by Diamond Equipment for $4,165.92.

Greenville High School Comet Varsity Cheerleaders Day Proclamation: Affirm proclamation to proclaim March 22, 2021 as Greenville High School Comet Varsity Cheerleaders Day in the City of Greenville in recognition of winning the IHSA small school state cheerleading championship.

Approval of Consent Agenda: Motion by Stephens, seconded by Carpenter, to approve the consent agenda as presented.

Ayes: Stephens, Carpenter, Heath, Littlefield, Gaffner

Broadband Presentation: Kaskaskia College President George Evans, who serves as the chairman of the Southwestern Illinois Leadership Council, gave a presentation on broadband in rural areas and what the Leadership Council is trying to do to address connectivity issues. He asked for the City of Greenville to share the survey link that would provide important input as the group makes application for grant funding.

Connecting All Comets Funding: At the March 30, 2021 special council meeting, the council approved a pledge of $200,000 to be paid out as $20,000 for ten years for the Connecting All Comets community fund raising campaign for high school athletic field improvements. Following that meeting, it was staff recommendation to fund in $100,000 increments from reserves rather than $20,000 for ten years. Motion by Gaffner, seconded by Stephens, to fund $100,000 in the next fiscal year, and $100,000 in the following fiscal year, contingent upon school board approval. The City Council also urges the school board to fund and move forward with all three phases of the proposed project.

Federal COVID Relief Update:bCity Manager Willey and Finance Director Nelson provided information on the American Rescue Plan where the City will receive an estimated $792,806 over the next two years. Staff is waiting for further details on eligible uses.

Fiscal Year 2022 Budget City Manager Willey and Finance Director Nelson reported that they are awaiting more information to finalize the budget, with plans to review the budget at a special meeting at the end of April to hopefully pass in May once the new council is in place.

COVID-19 Update: City Manager Willey provided an update on local COVID efforts. Vaccinations continue at the health department and a postcard is being sent out to inform residents of its availability.

Ordinance 3240 – Amend Liquor Control Code for Prohibited Locations: At the March council meeting it was reported that there was a discrepancy regarding prohibited locations between the local city code and the state statute. Ordinance proposed to amend liquor control code prohibiting issuance of retail liquor license for sale of any alcoholic liquor within 100 feet of any school, church, hospital, home for the aged or indigent persons, and that 100 feet shall be measured from property line to property line except in the case of a church which shall be 100 feet to the nearest part of any building used for worship services. The Mayor, serving as liquor control commissioner may grant, with majority approval of the council, an exemption to this prohibition upon issuance of an available liquor license. Motion by Littlefield, seconded by Carpenter, to adopt ordinance to amend the city liquor control code as outlined.

Purchase Water Valve Maintenance Trailer: Proposal from E.H. Wachs for water valve maintenance trailer to improve the ability of city staff to exercise valves for $69,905. Motion by Stephens, seconded by Littlefield to approve purchase of water valve maintenance trailer from E.H. Wachs for $69,905.

Ayes: Stephens, Littlefield, Carpenter, Heath, Gaffner

Re-appointment to Boards and Commissions:

Recommendation by Mayor Gaffner to reappoint individuals currently serving on boards and commissions were terms are set to expire April 30 2021.

Motion by Littlefield, seconded by Carpenter to reappointment members to board and commissions that are set to expire in 2021 to another term. 

Ayes: Littlefield, Carpenter, Heath, Stephens, Gaffner 

Nays: None

Appointments to Boards and Commissions:

Following recommendation by Mayor Gaffer of Chris Barth to the Police Pension Board, motion by Stephens, seconded by Heath.

Old Business: Mayor Gaffner inquired to the status of the College Avenue lighting, to which City Manager indicated that easement work is still ongoing.

New Business: Mayor Gaffner cited citizen concern about individuals picking up items left curbside as trash that is then stored outside at another residence. Chief Workman was commended for the police department’s effort regarding enforcement which resulted in several drug related arrests.

Adjourn to Executive Session and Adjournment:

At 8:48 p.m., motion by Stephens, seconded by Heath, to adjourn to Executive Session for discussion of Purchase of Real Estate, Section 2(c)(5); Sale of Real Estate, Section 2(c)(6); Personnel, Section 2 (c)(1- 2); and Pending Litigation, Section 2(c)(11) of the Open Meetings Act. Meeting was adjourned from closed session at 10:55 p.m.
