City of Greenville City Council Met April 27.

Following the Executive Orders issued by Illinois Governor Pritzker limiting large gatherings, the City of Greenville held this special council meeting at the Greenville Municipal Building providing remote participation for members of the public and members of the public body via conference call line and livestreamed on the city’s Facebook page.

Call to Order: A special meeting of the Greenville City Council was called to order at 7:04 p.m. by Mayor Alan Gaffner.

Roll Call: Present: Mayor Alan Gaffner, Councilman Bill Carpenter, Councilman Kyle Littlefield, Councilwoman Lisa Stephens, Mayor-elect Barber and Councilman-elect Iván Estévez

Also Present: City Attorney Patrick Schaufelberger, City Manager Dave Willey and City Clerk Sue Ann Nelson

Pledge: The pledge of allegiance to the United States flag was recited.

Notice of Meeting: Notice of the special meeting having been given as provided by law, said meeting was called for consideration of the following agenda:

1) Roll Call

2) Pledge of Allegiance

3) Public Comment

4) Oath of Office for Mayor – George Barber

5) Oath of Office for Councilman – Iván Estévez

6) Oath of Office for Councilman – Kyle Littlefield

7) Resolution Honoring Mayor Gaffner

8) Arbor Day Proclamation

9) Resolution Designating City’s Financial Agents

10) Approval of Accounts Payables

11) Approval of Enertech Solar Payment

12) Fiscal Year 2021-22 Budget Discussion

13) Executive Session: Purchase of Real Estate, Section 2 (c)(5); Sale of Real Estate, Section 2 (c)(6); Personnel, Section 2 (c)(1-2); and Pending Litigation, Section 2 (c)(11); of the Open Meetings Act

Public Comment: With no comments being expressed, public input was closed.

Comments by Mayor Alan Gaffner:

Mayor Gaffner addressed the council and audience congratulating the new mayor and councilmember and noting what a special place Greenville is and what a pleasure it has been to serve the people and community during his time on the council and as mayor.

Oaths of Office: City Clerk Nelson administered the oath for the office of Mayor for the City of Greenville to George Barber, office of City Councilman to Ivan Estévez and the office of City Councilman to Kyle Littlefield. Mayor Barber and Councilman Estévez are beginning their first term, and Councilman Littlefield is beginning his second term.

Resolution 2021-6 - Renaming Business Park the Alan E. Gaffner Industrial Park:

Mayor Barber read a proposed resolution to rename the Howard M. Wolf Business Park the Alan E. Gaffner Industrial Park honoring Gaffner’s thirty-two years of service including being the longest serving Mayor in the history of Greenville. Motion by Stephens, seconded by Littlefield, to adopt resolution renaming the business park the Alan E. Gaffner Industrial Park.

Ayes: Stephens, Littlefield, Carpenter, Estévez, Barber 

Nays: None

Motion carried

Mayor Barber noted that temporary signage would be in place, and that a presentation would be held once permanent signage was completed. Former Mayor Gaffner addressed the audience expressing his appreciation for the honor.

Arbor Day Proclamation:

Motion by Carpenter, seconded by Stephens, to proclaim April 30, 2021 as Arbor Day in Greenville.

Ayes: Carpenter, Stephens, Estévez, Littlefield, Barber 

Nays: None

Motion carried

Resolution 2021-7 - Designating Financial Institution Agents and Signatories:

The signors for banking transactions are designated as the Mayor and City Clerk. Following the change in the office of mayor, a resolution is necessary to update designated agents. Motion by Littlefield, seconded by Stephens, to approve resolution to update designated agents for financial institutions as Mayor George Barber and City Clerk Sue Ann Nelson as dual signatories.

Ayes: Littlefield, Stephens, Carpenter, Estévez, Barber 

Nays: None

Motion carried

Approval of Unpaid Bills:

Motion by Carpenter, seconded by Littlefield, to approve unpaid bills totaling $291,782.58 as presented.

Ayes: Carpenter, Littlefield, Estévez, Stephens, Barber 

Nays: None

Solar Utility Assurance Collateral Reimbursement:

In 2019, the City of Greenville joined with Enertech to pursue development of solar fields at the water and sewer plants, and submitted an application for Illinois Shines Program. At that time, Enertech posted utility assurance collateral in the amount of $60,511.50. Due to a lack of available renewal energy credits, pursuit of the project was halted, and the collateral was forfeited. Motion by Stephens, seconded by Littlefield to reimburse Enertech for utility assurance collateral paid in the amount for $30,255.75 for the water plant and $30,255.75 for the sewer plant for the solar field project.

Ayes: Stephens, Littlefield, Carpenter, Estévez, Barber 

Nays: None

Fiscal Year 2021-22 Budget Discussion:

Finance Director Nelson reviewed the budget by fund, outlining planned expenditures. To allow additional time for the new councilmembers to review the budget, consideration for approval of the budget will be brought back at the May regular council meeting.

Adjourn: At 7:48 p.m., moved by Estévez, seconded by Barber, to adjourn.
