Here is the minutes provided by the council:

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, July 12, 2021

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

ATTENDING: Aldermen David Manning, Rick Johnson, Randy Hanks, Ryan Machota, John Moore and Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Police Chief Jeff Doerr and Public Works Director Mike Kuethe.

NOT ATTENDING: Alderman Chad Plenske and City Attorney Phil Lading.

Alderman Brooke Wallace joined the meeting remotely at 7:03 P.M., however, an Electronic Attendance Form hadn’t been completed so she was unable to vote on any motions made during the meeting.

VIII. CITY CLERK’S REPORT

All liquor licenses, coin operated machine and video gaming licenses have been renewed prior to the June 30, 2021 expiration date.

Kerber Eck & Braeckel has completed their onsite visit for the annual City Audit, for Fiscal Year 5/1/2020 to April 30, 2021.

PUBLIC HEALTH & SAFETY -

PARK & CIVIC IMPROVEMENT –

Motion by Scanzoni, seconded by Manning to approve waiving the rental fee for the Staunton FFA to host a back to school event at the Fireman’s Park on Monday, August 2, 2021 (Park is available). At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Moore, Scanzoni, Manning. Nayes: None. Absent: Plenske. Motion carried

FINANCE–

Motion by Moore, seconded by Scanzoni to proceed with curb, gutter and sidewalk project on Hoxsey Street at a cost not to exceed $8,000.00, as budgeted. This will be paid from line item 56.45.893.3. At Roll Call Vote – Ayes: Hanks, Machota, Moore, Scanzoni, Manning, Johnson. Nayes: None. Absent: Plenske. Motion carried

Motion by Moore, seconded by Machota to spend up to $4,500.00 for survey and materials for the Timberview drainage project. This will be paid from line item 56.45.851.0. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Johnson. Nayes: Hanks. Absent: Plenske. Motion carried 5 Ayes; 1 Naye.

Motion by Moore, seconded by Scanzoni to approve bid from J-N-F Tree Service to cut and haul five trees at the southeast corner of Main and Laurel Streets in the amount of $3,600.00. To be paid from 36.72.891.0. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Johnson, Machota. Nayes: Hanks. Absent: Plenske. Motion carried 5 Ayes; 1 Naye.

Motion by Moore, seconded by Scanzoni to approve Resident Inspectors for the Gensing Creek Box Culvert Project. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Hanks, Machota. Nayes: Johnson. Absent: Plenske. Motion carried 5 Ayes; 1 Naye.

WATER-

Nothing to report.

STREET / SEWER

Motion by Machota, seconded by Moore to accept bid from Metal Culverts for stock galvanized culverts in the amount of $21,810.60. Quantities will be adjusted to stay within the budgeted amount of $20,000.00. The only other bid received was from Schulte Supply, with their bid amount being $25,606.00. At Roll Call Vote – Ayes: Scanzoni, Manning, Johnson, Hanks, Machota, Moore. Nayes: None. Absent: Plenske. Motion carried.

PUBLIC GROUNDS-

Nothing to report.

TOURISM –

Motion by Scanzoni, seconded by Moore to apply for Liquor License for upcoming Staunton Fundraisers August 21 and August 28, 2021. At Roll Call Vote – Ayes: Manning, Johnson, Hanks, Machota, Moore, Scanzoni. Nayes: None. Absent: Plenske. Motion carried.

Motion by Manning, seconded by Moore to waive 1st reading of Ordinance #2129 Authorizing the use by the City of Staunton of city property for its Main Street improvement project. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning. Nayes: Johnson, Hanks. Absent: Plenske. Motion carried 4 Ayes; 2 Nayes.

At Roll Call Vote – Ayes: Hanks, Machota, Moore, Scanzoni, Manning, Johnson. Nayes: None. Absent: Plenske. Motion carried.

XI. NEW BUSINESS-

Motion by Manning, seconded by Scanzoni to Proclaim the Eastern Redbud as the City Tree of Staunton and will be promoted by Girl Scout Troop 6145. At Roll Call Vote – Ayes: Manning, Johnson, Hanks, Machota, Moore, Scanzoni. Nayes: None. Absent: Plenske. Motion carried.

Mayor Neuhaus signed the Proclamation and presented it to Troop Leader Sarah Drury-Dothager and members of Girst Scout Troop 6145.
