CALL TO ORDER

President Rickhoff called the meeting to order at 7:00 PM. Roll call shows: Athmer, present; Huegen, present; Kloeckner, present; Richter, present; Rickhoff, present; Winterbottom, present; Wuebbels, present. Everyone in attendance recited the Pledge of Allegiance.

VISITORS

Lynn Boeckmann, Tina Wuebbels, Jamie Jung, Dean Gauch, Angie Wellen, Glenda Recker, Tiffany Zurliene were present. Recording Secretary Janel Zurliene and Superintendent Mike Toeben were present.

PUBLIC COMMENT

There was no public comment.

APPROVAL OF THE AGENDA

Athmer made the motion to approve the agenda. Winterbottom made the second motion. Voice vote shows all present in favor.

BOOSTER CLUB

• The SCRIP program has an order due Thursday. Mrs. Bretz has offered to be the coordinator this year.

• TJs Pizza fundraiser pickup is May 12, 2021.

• Field day is being planned for May 28, 2021 with the 1:40 PM dismissal.

• SIP – There is nothing at this time.

• BUILDING & GROUNDS – Mr. Toeben is working on the memorial benches placement for future donations.

• PARENT ADVISORY BOARD – There is nothing at this time.

• SPORTS CO-OP/FRIENDS OF THE COUGARS – There is nothing at this time.

Huegen made the motion to approve the March regular meeting minutes; seal the March executive session; approve the bills $ 33,808.81 and approve the financial report. Athmer made the second motion. NEW BUSINESS

• DECLARE ELECTION RESULTS – Winterbottom made the motion to accept the results of the April 6, 2021 election as presented. Richter made the second motion. Voice vote shows all present in favor.

• OATH OF OFFICE – All board members recited the Oath of Office.

ADJOURNMENT OF RETIRING BOARD

• Winterbottom made the motion to adjourn the retiring board. Richter made the second motion. Voice vote shows all present in favor. The time was 7:08 PM

• Certificates of appreciation were distributed to Kurt Rickhoff, 8 years of service; Kelly Kloeckner, 8 years of service and Melissa Wuebbels, 4 years of service.

CALL TO ORDER OF THE NEW BOARD

Rickhoff called the meeting to order at 7:11 PM. Rickhoff appointed Mike Toeben as the President Pro Term. Roll call shows: Athmer, present; Boeckmann, present; Huegen, present; Jung, present; Richter, present; Winterbottom, present; Wuebbels, present.

VISITORS

Dean Gauch, Angie Wellen, Glenda Recker, Tiffany Zurliene were present. Recording Secretary Janel Zurliene and Superintendent Mike Toeben were present.

ELECTION OF OFFICERS

• Winterbottom made the motion to nominate Huegen for President. Richter made the second motion. Roll call vote shows: Athmer, aye; Boeckmann, aye; Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye.

• Wuebbels made the motion to nominate Winterbottom for Vice President. Richter made the second motion. Roll call vote shows: Boeckmann, aye; Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye.

• Richter made the motion to nominate Courtney Athmer for Secretary. Wuebbels made the second motion. Roll call vote shows: Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, aye.

ESTABLISHMENT OF REGULAR MEETING DATES, TIMES, PLACES - Athmer made the motion to conduct meetings on the fourth Wednesday of each month at 7:00 PM. Richter made the second motion. Voice vote shows all present in favor.

DEPOSITORY OF SCHOOL FUNDS – Richter made the motion to deposit all funds at First County Banks. Winterbottom made the second motion. Voice vote shows all present in favor.

DECLARE THAT ALL EXISITING POLICIES SHALL BE CONTINUED IN FORCE UNTIL OTHERWISE CHANGED – Boeckmann made the first motion. Wuebbels made the second motion. Voice vote shows all present in favor.

DECLARE SUPERINTENDENT AS AGENT FOR ALL GOVERNMENTAL PROGRAMS, STATE, AND FEDERAL AND THAT THE SUPERINTENDENT BE AUTHORIZED TO SUBMIT APPLICATIONS FOR SUCH PROGRAMS IN A TIMELY MANNER – Athmer made the first motion. Richter made the second motion. Voice vote shows all present in favor.

APPOINT TIFFANY ENGELMANN AS DISTRICT TREASURER – Winterbottom made the first motion. Athmer made the second motion. Voice vote shows all present in favor.

APPOINT JANEL ZURLIENE AS RECORDING SECRETARY – Wuebbels made the first motion. Athmer made the second motion. Voice vote shows all present in favor.

APPOINT KSED GOVERNING BOARD MEMBER – Athmer made the motion to appoint Brenda Richter as the KSED Governing Board member. Jung made the second motion. Voice vote shows all present in favor.

OLD BUSINESS

• MAINTAINANCE GRANT / SUMMER PROJECTS – The parking lot and sidewalk work will be performed as weather allows.

• COVID – 19 UPDATES & PROCEDURES – A weekly update will be sent via Teacherease. All students have returned to in-person learning. The last three days of school will be used for remote planning. An E-learning plan is being reviewed for possible use after multiple snow days.

• SPORTS CO-OP – A meeting needs to be organized with Damiansville to review the Co-op. Richter and Boeckmann will represent Albers at the meeting along with Mr. Toeben. Athmer made the motion to allow school-operated summer activities in the gym. Richter made the second motion. Gym use by outside groups is still not permitted at this time. A cleaning policy needs to be created.

• CARES ACT FUNDING – The school will receive additional funding with a July1, 2021 announcement. More information will be shared as it is received. Summer school at the end of July may be used with this grant. Teachers will make recommendations for students to attend.

• IEA/NEA CONTRACT – The current contract is expiring in August 2021. Mr. Glynn and Mrs. Recker are the staff representatives. Winterbottom, Wuebbels and Richter volunteered to represent the Board of Education. Kurt Rickhoff volunteered to assist as well. The letter of intent to negotiate was received from the Albers IEA/NEA.

• ASBESTOS REMOVAL – This item was tabled.

• BUILDING APPRAISAL – This item was tabled.

• EMPLOYMENT – All coaching positions were tabled.

• EMPLOYMENT – Winterbottom made the motion to employ Kimberly Runge as the JH Science teacher for the 2021- 2022 school year. Athmer made the second motion. Roll call vote shows: Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, aye; Huegen, aye.

• EMPLOYMENT, PARAPROFESSIONAL – Athmer made the motion to re-hire Theresa Eilers for the 2021-2022 school year. Winterbottom made the second motion. Roll call vote shows: Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, aye; Huegen, aye; Jung, aye.

• EMPLOYMENT, PARAPROFESSIONAL – Winterbottom made the motion to re-hire Andra Goestenkors for the 2021- 2022 school year. Boeckmann made the second motion. Roll call vote shows: Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, aye; Huegen, aye; Jung, aye; Richter, aye.

NEW BUSINESS

• CD RENEWAL – Athmer made the motion to cash in the CD and place in the sweep account. Wuebbels made the second motion. Roll call vote shows: Boeckmann, aye; Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye.

• GYM FLOOR REFINSHING – Boeckmann made the motion to approve the gym floor refinishing by Doulos Floor Finishing not to exceed $ 3096.00. Jung made the second motion. Roll call vote shows: Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, aye.

• SUMMER CLEANING – Richter made the motion to advertise for part-time summer help. Athmer made the second motion. Roll call vote shows: Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, aye; Huegen, aye.

• BAORD TRAINING MEETING – Wuebbels made the motion to have a special meeting on May 5. 2021 at 5:00 PM with presentation from the IASB. Jung made the second motion. Roll call vote shows: Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, aye; Huegen, aye; Jung, aye.

• STRATEGIC PLANNING – The current goals were reviewed. The next meeting with community members, former graduates, students and staff will be in 2022.

SUPERINTENDENT’S REPORT

Mr. Toeben shared information regarding items on the agenda.

• Graduation is set for May 20, 2021. There will be 8 tickets for each student.

• IAR testing started April 27, 2021. The Illinois Science Assessment will be after the IAR testing.

• The Spring Concert will only feature the band this year. It will also be combined with the Damiansville band students. The date of the concert is May 6, 2021 with a 1:30 PM performance at Albers and a 7:00 PM performance at Damiansville.

• The Sports banquet will be at the Legion on May 13, 2021.

• Prek and Kindergarten will have ceremonies on May 26, 2021. Grandparents, parents and siblings permitted to attend.

• Field day is set for May 28, 201 with the 1:40 PM dismissal.

EXECUTIVE SESSION

Boeckmann made a motion to enter into the executive session at 8:20 PM. Winterbottom made the second motion. Roll call vote shows: Athmer, aye; Boeckmann, aye; Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye. Mr. Toeben was also present.

Richter made a motion to exit the executive session at 8:38 PM. Winterbottom made the second motion. Roll call shows: Athmer, aye; Boeckmann, aye; Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye.

ADJOURNMENT

Athmer made the motion to adjourn the meeting at 8:39 PM with a second by Jung. Voice vote shows all present in favor
