City of Greenville City Council met Aug. 17.

Here are the minutes provided by the council:

Call to Order: The regular meeting of the Greenville City Council was called to order at 7:00 p.m. by Mayor George Barber.

Roll Call: Present: Mayor George Barber, Councilman Bill Carpenter, Councilman Iván Estévez, Councilman Kyle Littlefield, and Councilwoman Lisa Stephens

Also Present: City Attorney Patrick Schaufelberger, City Manager Dave Willey and City Clerk Sue Ann Nelson

The pledge of allegiance to the United States flag was recited.

Citizen Input: With no comments, citizen input was closed.

Bond County Core Community Update: Patrick Miller, a representative for Bond County Core Community, thanked the council for its support and financial assistance. Mr. Miller provided an update on the program’s success and what is planned for the future.

CONSENT AGENDA:

∙ Approval of minutes of the July 13, 2021 Regular Council Meeting, and July 23, 2021 Special Council Meeting;

∙ Financial Statements for July 2021;

∙ Approval of Committee Meeting Minutes of the August 2, 2021 Lake Committee Meeting;

∙ Approval of Unpaid Bills totaling $611,171.55;

∙ Approval of Administrative Reports of the Police Department, Public Works, Sewer and Water Departments, Building Permits, and Code Enforcement Report;

∙ Record Items – None

Proposal to Line Sewer Main:

Request for Proposal for planned maintenance of three sections of sanitary sewer main was issued, with two bids submitted. Low bid was from Visu Sewer of Missouri, LLC for $25,187.25.

Proposal to Reline Sewer Manholes:

Request for Proposal for planned maintenance to reline thirteen specified sanitary sewer manholes, with two bids submitted. Low bid was from Advanced Rehabilitation Technology for $28,000.

Water Plant HACH Service Agreement:

Annual Hach Service Agreement for quarterly cleaning, inspecting, calibrating, and certification of turbidimeters, controller and spectrophotometer, including cost of repairs. Annual cost for service agreement is $6,838.

Ordinance 3248 – Amend Municipal Code Language for Swimming in Governor Bond Lake:

Ordinance to amend municipal code to clarify that swimming is permitted only in designated areas or in conjunction with water activities identified in the code (see ordinance on file for full text).

Ordinance 3249 – Amend City Code for Hotel Tax:

Ordinance to amend municipal code language relating to hotel tax. Hotel tax remains 5%, but ordinance will amend code for record keeping, collection and violations (see ordinance on file for full text).

PayScale Renewal:

Approval of PayScale salary and benefit program annual renewal of $3,060.32.

DeMoulin Museum Day Proclamation:

Affirm proclamation by Mayor Barber proclaiming August 14, 2021 as DeMoulin Museum Day in the City of Greenville.

Approval of Consent Agenda:

Motion by Stephens, seconded by Littlefield, to approve the consent agenda as presented.

Ordinance 3250 – Variance to Garage Design Requirements at 525 W Winter Avenue:

Following a public hearing of the Board of Adjustment, unanimous recommendation was to approve variance for garage design requirements for an attached garage at 525 W Winter Avenue. Motion by Littlefield, seconded by Stephens, to approve variance to Alberternst Construction for garage design (see ordinance on file for full text).

Ayes: Littlefield, Stephens, Estévez , Barber

Nays: None

Absent: Carpenter

TIF Redevelopment Agreement – Thacker Insurance

Curt Thacker, with Thacker Insurance, purchased a historical building at 217 S Third Street, and is proposing to invest approximately $400,000 to redevelop the property. Request for financial assistance from the City for developer to be reimbursed 75% of available tax increment up to $12,000 following completion of the project. Motion by Stephens, seconded by Estévez , to approve TIF Redevelopment Agreement with Curt Thacker for reimbursement of 75% of available tax increment up to $12,000.

Downtown Improvement and Renovation Grant – Thacker Insurance

In addition to the TIF Redevelopment Agreement, Curt Thacker has requested Downtown Renovation Improvement Grant funding for façade improvements to the old city jailhouse. Estimated façade improvements total $102,921, with a maximum DIRG reimbursement of $40,000. Motion by Littlefield, seconded by Estévez , to approve $40,000 DIRG to Curt Thacker for façade improvements at 217 S Third Street. Reimbursement to be made following completion of project and verification of eligible expenses.

Street Department Dump Truck:

Motion made by Stephens, seconded by Littlefield, to authorize the purchase of dump truck for Street Department not to exceed $75,000 to replace the 1991 dump truck.

Ayes: Stephens, Littlefield, Estévez, Barber

Nays: None

Absent: Carpenter

Ordinance 3251: Add Class G Special Event Liquor License:

In accordance with the Liquor Control Ordinance; special event retail liquor licenses are simultaneously cancelled at the end of the special event. As such, prior to approval of a special event application, the council must increase the special event licenses by one. Ordinance increases the number from zero to one. Application has been submitted for a special event license that cannot be approved without increasing the number of special event liquor licenses. Motion made by Littlefield, seconded by Stephens, to approve ordinance to increase the special event, Class G, liquor licenses from zero to one (see ordinance on file for full text).

Class G Special Event Liquor License Application – Knights of Columbus:

Special event liquor license application has been received from Knights of Columbus for liquor sales at the Central Illinois Truck Service 25th Anniversary Celebration and Downtown Party. The application has been reviewed, proof of current insurance has been provided, and a satisfactory police background check has been performed. Motion made by Estévez , seconded by Littlefield, to approve Class G Liquor License for Knights of Columbus for liquor sales on September 25, 2021 at the CITS 25th Anniversary Celebration and Downtown Party.

Ayes: Estévez, Littlefield, Stephens, Barber

Nays: None

Absent: Carpenter

Motion carried.

Appointments to Boards and Commissions:

Mayor Barber recommended the appointment of Jim Tarasuik to the Lake Committee. Motion by Littlefield, second by Stephens, to appoint Jim Tarasuik to the Lake Committee.

Ayes: Littlefield, Stephens, Estévez, Barber

Nays: None

Absent: Carpenter

Motion carried.

Mayor Barber announced that Judy Cox had resigned from the Planning Commission, and recommended the appointment of Janie Nelson to the vacant position. Motion by Stephens, second by Estévez, to appoint Janie Nelson to the Planning Commission.

Ayes: Stephens, Estévez, Littlefield, Barber

Nays: None

Absent: Carpenter

Motion carried.

Councilman Carpenter arrived at 7:21 p.m.

Old Business: Updates were provided on Ameren street lighting project and the Presbyterian Church is working on facility improvements for a new daycare. Mayor Barber talked about the Town Hall meeting scheduled for September 16, 2021 at the Smart Center.

New Business: None.

Recess to Executive Session and Adjournment:

At 7:26 p.m., motion by Littlefield, seconded by Stephens, to adjourn to Executive Session for discussion of Purchase of Real Estate, Section 2(c)(5); Sale of Real Estate, Section 2(c)(6); Personnel, Section 2 (c)(1- 2); and Pending Litigation, Section 2(c)(11) of the Open Meetings Act. Meeting was adjourned from closed session at 11:27 p.m.
