City of Litchfield City Council met July 1.

Here are the minutes provided by the council:

The meeting was offered remotely due to the COVID- 19 public health emergency.

Mayor Dougherty opened the Public Information Meeting at 6:15 p.m. The purpose of the meeting was to allow for public comment regarding the Ordinance Amending the Requirement for Zoning Notices in the City of Litchfield. After allowing time for questions and comments, Mayor Dougherty closed the hearing at 6:19 p.m.

Regular Meeting Minutes

Mayor Steven Dougherty called the Regular Meeting to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Mark Brown, Kassidy Paine, Tim Wright, and Ray Kellenberger. Alderman Woodrow Street was absent. The Mayor declared that a quorum was present.

Police Chief Kenny Ryker performed the swearing in of Brian Reid as Lieutenant of the Litchfield Police Department and Cory Bilyeu as Sergeant of the Litchfield Police Department.

Public Participation:

Carol Leo, property owner of 1813 N. Monroe St., presented photos along with her concerns regarding a tree needing trimmed that is located on her boulevard which she believes is presenting a public hazard. Mayor Dougherty stated city vehicles cannot be on personal property but that the City would do what we could on its part for the situation.

Other Business:

Alderman Brown made a motion, seconded by Alderman Wright to accept the minutes from the June 17, 2021 meeting. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Kellenberger.

Nay: None.

Absent: Street

Motion carried.

Alderwoman Sisson made a motion, seconded by Alderman Gerl to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills and process payroll. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Kellenberger

Nay: None.

Absent: Street

New Business:

Alderwoman Paine made a motion seconded by Alderman Hollo to approve contracting the removal and installation of a 72" x 85' culvert on Yaeger Lake Trail with Durbin Excavating for 3, 450 and authorize the City Clerk to issue a check upon completion.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Kellenberger.

Nay: None.

Absent: Street

Motion carried.

Building/Zoning:

Alderman Dave Hollo made a motion seconded by Alderman Wright

to approve a motion to approve Pay Request# 6 from Endrizzi Contracting, Inc., for the amount of$37, 163. 10 for final work done on the Watershed Implementation Project contingent on the City Engineer' s final approval and authorize the City Clerk to issue a check.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Kellenberger.

Nay: None

Absent: Street

Motion carried.

City Clerk:

Discussion with possible action regarding letter from Robert Evrly, Sparklight regarding the Boulevard and Street Bond Ordinance/Excavation Permit.

Robert Every, Engineer for Sparklight Energy, presented a request to bypass the city ordinance regarding boulevard bonds. He proposed paying a$ 6,000 retainer to cover the work they were currently wanting to start. Kit Hantla stated in order to do that, the Ordinance would have to be changed. It was decided they would follow the regular existing ordinance for now.

Executive Session:

Alderman Brown made a motion, seconded by Alderman Kellenberger to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body..." ( 5ILCS 120/ 2( 2)( C)( 1).

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Kellenberger.

Nay: None.

Absent: Street

Motion carried.

Executive Session was entered at 6: 55 p.m.

Alderman Wright made a motion seconded by Alderwoman Paine to return to open session at 7: 23p.m.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Kellenberger.

Nay: None.

Absent: Street

Motion carried.

New Business:

Alderman Hollo made a motion seconded by Alderman Wright to approve a resolution amending Fire Department staffing up to 15 firefighters for a period not to exceed the current fiscal year.

Having no further business, Alderman Gerl made a motion, seconded by Alderman Brown to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 24 p.m.
