City of Greenville City Council met Sept. 2.

Special Council Meeting of the City of Greenville was held at the Greenville Municipal Building

Call to Order: The special meeting of the Greenville City Council was called to order on Tuesday, September 21 at 5:00 p.m. by Mayor George Barber.

Roll Call:

Present: Mayor George Barber, Councilman Bill Carpenter, Councilman Iván Estévez, Councilman Kyle Littlefield, and Councilwoman Lisa Stephens

Also Present: Interim City Manager Sue Ann Nelson, Deputy Clerk Jody Weiss, Lee Beckman of Milano & Grunloh

The pledge of allegiance to the United States flag was recited.

Citizen Input: With no comments, citizen input was closed.

Safe Route to Schools Public Meeting:

The City of Greenville conducted a public meeting during a special council meeting on September 21, 2021 at 5:00 pm at the Municipal Building at 404 S. Third Street, Greenville, Illinois 62246 concerning the proposed Safe Routes to School sidewalk improvements project grant application. The grant consultant/project engineer for the proposed project, Lee Beckman, with Milano & Grunloh Engineers, LLC was introduced to conduct the meeting. Mr. Beckman presented an exhibit to the attendees and proceeded to explain the mechanics of the proposed SRTS project as follows:

SRTS Overview

SRTS program is a Federal-Aid program administered by the Illinois Department of Transportation (IDOT) and uses a multidisciplinary approach to improve conditions for students who walk or bike to school. The program has three main goals:

1) to enable and encourage children, including those with disabilities, to walk and bicycle to school,

2) to make bicycling and walking to school a safer and more appealing transportation alternative, thereby encouraging a healthy and active lifestyle from an early age, and

3) to facilitate the planning, development, and implementation of projects and activities that will improve safety and reduce traffic, fuel consumption, and air pollution in the vicinity (within 2 miles) of both public and private primary and middle schools (grades K 8).

Eligible Infrastructure projects include Sidewalk Improvements, Traffic Calming/Speed Reduction Improvements, Traffic Control Devices, Pedestrian and Bicycle Crossing Improvements, On-Street Bicycle Facilities, Off-Street Bicycle Facilities, and Secure Bicycle Parking Facilities.

SRTS is a reimbursable program with approximately $12 million in program funding available and awards 80% funding for eligible costs, up to a maximum award per project of $250,000. The program requires a 20% local match for the eligible costs. Applications will be due Thursday, September 30, 2021.

Proposed Project Overview

The City of Greenville proposes to construct approximately 3,202 lineal feet of ADA compliant sidewalk (includes new construction and removal and replacement of existing non-compliant sidewalk) to connect Greenville Elementary School (Bond County Community Unit District #2) to a network of existing and proposed future sidewalk routes. All construction will be ADA compliant and meet all IDOT specifications.

This project area is bound by Butternut Drive to the North, Idler Lane to the East, Chestnut Street to the South, and Dewey Street to the West.

The project cost breakdown is as follows:

Eligible costs:

o Construction $287,500

o Construction engineering $ 25,000

o Total eligible costs $312,500

Ineligible costs:

o Preliminary engineering $ 28,000

Total project cost $340,500

The financial responsibility breakdown is as follows:

Safe Routes to School funding

o 80% of eligible costs ($312,500 * 80%) $250,000

City of Greenville

o 20% of eligible costs ($312,500 * 20%) $ 62,500

o Ineligible costs $ 28,000

City Total $ 90,500

The City has limited funds and cannot complete this work without grant funding.

The floor was opened to questions and comments from the audience. As no questions were presented, it was announced that a copy of the grant application records will be available at the City of Greenville Municipal Building at 404 S. Third Street, Greenville, Illinois 62246.

Extend Option & Lease Agreement – Greenville Solar: Interim City Manager said an extension of the exiting Solar Option and Lease Agreement is needed at this time as the current agreement expires on September 24, 2021. The amended agreement is not yet finalized, but is expected to be ready to be executed by the next Regular Council Meeting on Tuesday, October, 12. Motion by Stephens, seconded by Littlefield to extend the Sunpin Solar Option and Lease Agreement until October 12, 2021.

Ayes: Littlefield, Estévez, Carpenter, Stephens, Barber

Nays: None

Motion carried.

Adjourn: At 5:11 p.m., Littlefield made a motion to adjourn, and Estévez seconded.
