Macoupin County Building and Grounds Committee met Aug. 3.

1. Approve bills related to courthouse grant project
Starr discussed the pending bills related to the Courthouse grant project. There was a bill from Loyett for 996.46 which completes his portion of the roof and dome project. There is also a payout request from Joiner for the roof and dome work for 68,738.20.
Motion by Ibberson, seconded by Siegel to approve the bills related to the courthouse grant project.

Starr said this was a continuation of the discussion about repairing the Courthouse windows and painting them. There is potentially $77,000 left in grant funding left over which could be on this project so the Board had previously approved seeking bids for. There was a cost estimate of $221,000 for the project, but there will obviously need to be bids sought. There was a discussion about timing of the bids due to the deadline for the grant as well as the weather. Hopefully the Board would be willing to give them the power-to-act. The budget would dictate how much of the project can be done, though there is $250,000 capital outlay budget as well as money that is currently set aside for any overrun on grant costs. The main goal was just making sure any left over grant funds are spent on it.
Motion by Quarton, seconded by Ibberson to recommend the Board granting them the power-to-act on approving bids for the Courthouse window repair and painting.

Starr said this was a continuation of a discussion from last month's meeting. There are two options. The first is a hook on system that people on the roof would hook themselves from one secure hook to another. This option would cost approximately $10,000.
The second option would be the same tie off system but would have a safety harness on a bungee that would not need to continued to be hooked at different points. This option costs $45,000, which includes an annual inspection of $4,600 moving forward.
Starr had talked to both our insurance provider and State's Attorney for their opinions on it. Garrison did say that if the cheaper option was gone with, there should probably be an annual inspection policy established to ensure it is safe going forward.
Motion by Ibberson, seconded by Heuer to recommend going with the lower cost option but establishing an annual safety inspection of the system as well as having a training on the system for anyone who will be utilizing it before they use.

6. Addition of a second courthouse roof access door
There is only one access point from the dome to the roof at the southeast corner of the building. There was a discussion about adding one to the west side of the dome. The feeling was that if the lower cost option for safety equipment on the roof, there would probably be the need for a second door to help with hooking up to the tie in points. They decided to seek costs for how much it might cost to add the second access door.
