City of Litchfield City Council met Dec. 16.

Here are the minutes provided by the council:

Mayor Dougherty called the Public Meeting to order at 6:15 p.m. Christy Crites of Crawford, Murphy and Tilly explained that the meeting was to share details of the City' s CSO pollution prevention plan and CSO Operational and Maintenance Plan. Crites opened the floor for questions and comments. As there were none, the mayor closed the public meeting at 6: 20 p.m_

Regular Meeting

The meeting was offered remotely due to the COVID- 19 public health emergency.

Mayor Steven Dougherty called the Regular Meeting to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Marlc Brown, Dave Holloy Timothy Wright, Kassidy Paine, Woodrow Street and Ray Kellenberger. The mayor declared that a quorum was present.

Recognition

Captain Chris Handshy read the account of a fire that occurred at a residence on December 6, 2021, and recognized the life-saving actions of S- year-old Bentley Parshall who alerted his family of the fire. Chief Joe Holomy presented Bentley with the Citizen Life Safety Award as well as a gift to replace the birthday presents that had been lost in the fire.

Public Participation=

Rob McGill and Adam Wieties each addressed the Council regarding their request to rezone the property located on West Kirlcham from residential to commercial in order to relocate R 8c R Glass from its current location.

Other Business=

Alder-person Gerl made a motion, seconded by Alderperson Kellenberger to accept the minutes from the December 2, 2021 meeting.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Holloy Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

New Business:

Administration:

Alderperson Street made a motion, seconded by Alderperson Wright to approve a Memorandum of Understanding between the Macoupin County Public Health Department and the City of Litchfield.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Street made a motion, seconded by Alderperson Hollo to approve an Ordinance ascertaining the total amount budgeted for all corporate purposes legally made and to be collected from the tax levy of the fiscal year, beginning on the first day of May, 2021, ending on the 30`" day of April, 2022, and levying a tax for the same on all property subject to taxation within the City of Litchfield, Montgomery County, Illinois, as the same is assessed and equalized for State and County purposes for the current year. Jereme Zook of KEB reported that the assessed valuation, which is expected to increase 3. 26%, would result in an increased revenue of  50,000. He also noted that the levy reflects a decrease in contributions to the police and fire pensions.

Fire:

Alderperson Street made a motion, seconded by Alderperson Wright to authorize Banner Fire Equipment, Inc., in Roxana, IL to make the necessary repairs on Tower Ladder 803 to the aerial ladder and monitor as identified in the report by American Test Center during the annual inspection at an estimated cost of$20, 981. 52 and authorize the City Clerk to issue a check upon satisfactory completion.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Police:

Alderperson Wright made a motion, seconded by Alderperson Brown to approve the promotion of a candidate for the position of Sergeant from an established eligibility list created by the Police and Fire Commission.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Wastewater Treatment:

Alderperson Gerl made a motion, seconded by Alderperson Street to approve a proposal from Crawford, Murphy & Tilly for$ 83, 840 to develop and assist in implementation of a Capacity,  Management, Operation and Maintenance Plan for the sanitary sewer as required by the City' s National Pollutant Discharge Elimination System permit Special Condition 18 and authorize the Mayor to sign the agreement.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Streets:

Alderperson Paine made a motion, seconded by Alderperson Wright to approve a bid for the rehabilitation of the intersection of Jackson and Hauser for$ 92, 535. 02 with contingency from Rooter' s American Maintenance and authorize the Mayor to sign the contracts. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Lake:

Alderperson Hollo made a motion, seconded by Alderperson Kellenberger to approve an ordinance setting the 2022 Lake Lou Yaeger fees.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Brown made a motion, seconded by Alderperson Gerl to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. " Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees." ( 5ILCS 120/ 2( C)( 2))

2. " The setting of a price for sale or lease of property owned by the public body." ( 5ILCS 120/ 2( 2)( 6)

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Executive Session was entered into at 6: 51 p.m.

Alderperson Street made a motion, seconded by Alderperson Sisson to return to open session at 7: 01 p.m. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

New Business:

Alderperson Wright made a motion, seconded by Alderperson Street to approve a Memo of Understanding between the City of Litchfield and the FOP Labor Council regarding sargent rates and wages.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Brown made a motion, seconded by Alderperson Kellenberger to accept the bid of 1, 000 for the property located at 1010 S. Walnut Street.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Brown made a motion, seconded by Alderperson Gerl to accept the bid of$ 10,000 for the property located at 907 N Montgomery Street.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Having no further business, Alderperson Street made a motion, seconded by Alderperson Sisson to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 0 m.
