City of Carlinville City Council met April 4

City of Carlinville City Council met April 4.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, Mayor Sarah Oswald, City Attorney Don Craven, Zoning, Econ Dev Zilm, City Clerk Carla Brockmeier, Police Chief Haley, City Treasurer Jody Reichmann

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by McClain, motion passed unanimously.

Approval of Bills - Motion made to approve bills by Alderman Wagstaff, seconded Link, motion passed unanimously.

Correspondence

Gene Sullivan Correspondence – Motion was made by Alderman Koller to approve Sullivan’s request to close the first block of East Main at 2 p.m. on May 14th for a bag’s tournament, seconded by McClain, motion passed unanimously.

Old Business

IARWC Update – Mayor pointed out the high points of the update, Dan Held answered questions from Alderman Link.

New Business

Macoupin/Montgomery Safe Passage Program – Lindsay Minor, Elyse Schoen and Jennifer Carron presented to the council a program called the Macoupin/Montgomery Safe Passage Program. This program offers walk-in and outpatient programs for a variety of substance abuses. They have several access points for services throughout Macoupin and Montgomery Counties. They are working with local police departments and have had success in lowering crime rates.

Traffic Signal Maintenance Agreement – An Intergovernmental Agreement (ownership and maintenance of traffic lights) between the City of Carlinville and IDOT was approved after a motion was made by Alderman Link, seconded by Harber. Motion passed unanimously. This agreement splits maintenance and energy cost for the North Broad lights and the lights in front of the High School on West Main. The city maintains the lights on the Shipman Blacktop near Walmart. Maintenance for the lights at the railroad tracks on West Main are the responsibility of Walmart.

Carlinville Municipal Band Schedule – FYI

Zoning Map Ratification – Our zoning map needed to be ratified due to changes made in the last year, a motion was made to approve map by Alderman Harber, seconded by Wagstaff, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:19 p.m., seconded by Koller motion passed unanimously.
