City of Carlinville City Council met May 25.

Here are the minutes provided by the council:

PRESENT: Alderman Downey (by phone), Alderman Harber, Alderman Koller, Alderman Link, Alderman McClain, Alderman Wagstaff, Alderman Ober, Alderman LeVora, Mayor Sarah Oswald, City Clerk Carla Brockmeier, City Treasurer Jody Reichmann, Police Chief Haley, Joe Direso, Representative for City for IL Alluvial Regional Water Company, Woodard and Curran Representative Dan Held

New Business 

Participation in IL Alluvial Regional Water Company – Attorney Don Craven gave a review of where things stand with the Regional Water Company. The project has gone from a 4 million to 8 million gallon a day plant. Construction cost have also increased since the inception of the project. Discussion took place regarding options facing the City of Carlinville with increased construction costs and our relationship with the Alluvial Regional Water Company. Discussion included a potential Project Manager to keep the project on track. Discussion ended with a decision from the council to have the attorney send a letter to the Alluvial Regional Water Company spelling out conditions that Carlinville would like to see as the project moves forward.

Relationship with Park Board – Since 1992 water has been provided to the Park District free of charge, per a contract with the district. Attorney Craven stated the contract is not valid, due to the perpetual ending date. The Park District recently has had a leak, which they feel the city is responsible for repairing. In the last 12 days, they have used 62,000 gallons of water. Discussion took place and a motion was made by Alderman Link to start billing the Carlinville Park District for water and sewer, and move forward with processes as all other water customers. Motion was seconded by McClain and passed unanimously.

Motion to adjourn was made by Alderman Downey at 7:12 p.m., seconded by Koller motion passed unanimously.
