City of Carlinville City Council met June 20
Here are the minutes provided by the council:
PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman Link, Alderman McClain, Alderman Wagstaff, Alderman Ober, Mayor Sarah Oswald, City Clerk Carla Brockmeier, City Treasurer Jody Reichmann, Police Chief Haley, Brian Zilm Zoning/Economic Dev/Grant Writing, Woodard and Curran Representative Dan Held Absent: Alderman LeVora
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Link, motion passed unanimously.
Approval of Treasurers Report/Police Report/Bills - Motion was made to approve all reports by Alderman Wagstaff, seconded Koller, motion passed unanimously.
Correspondence
A Carlinville Christmas on the Square – A Carlinville Christmas on the Square’s request to use that square as normal for their annual event the first weekend in December was granted after a motion was made by Alderman Downey, seconded by Harber, motion passed unanimously. Use of West Main is excluded at this time.
Public Comment
Dan Held spoke regarding tree limb and branch pick up, due to recent storm. City will be picking up for the next 30 days, citizens are asked to call the public works department with their address for pick up.
Old Business
Façade Grants - Façade Grants – One of the façade grants that was awarded will not be used in the amount of $1,900.00. The business has had unforeseen circumstances that will not allow them to use the grant. Zilm recommended that an additional $500.00 be given to two grant awards that were only for $500.00. David Dunn and Della Sullivan will be granted $1,000.00 total now and $900.00 will be used for gazebo repair. A motion to approve recommendation was made by Alderman Harber, seconded by McClain, motion passed unanimously.
New Business
Blackburn Summer Intern Blackburn Summer Intern – Peter Terenzio from Blackburn College is interning this summer with the city. He is working with Brian Zilm. The intern is driving from Carrollton. Zilm would like to see a small stipend for gas money. Alderman Harber stated at this time there is not a recommendation from the Finance Committee.
Public Safety Center – Community Room/ - A Proposal from Cox Integrated Solutions for $16,743.75 for installation of a video wall in the new Public Safety Center was reviewed by the council. The proposal was the lowest of three bids. Discussion took place and a motion was made by Alderman Link to approve, seconded by Ober, motion passed unanimously.
Dugger’s Body Shop Property – 1000 North Broad – Dugger’s Body Shop Property – 1100 North Broad/ - The building at 1100 N. Broad has fallen down, we paid $780.00 to have the building cleaned off of the street. Money has been appropriated to purchase and pay back taxes for approximate total of $3,800.00. Bids will be taken for final clean up. Motion was made by Alderman Downey to purchase, seconded by Ober, motion passed unanimously.
Permission to Replace FT Officer – Due to resignation, we need to replace a full-time officer, a motion to approve replacing an officer was made by Alderman Downey, seconded by Harber, motion passed unanimously.
Purchase New Lawnmowers - tabled

Appointment to Carlinville Planning and Zoning Committee – Mayor’s appointment of Siri Engstrom to the Planning and Zoning Committee was approved after a motion was made by Alderman Downey, seconded by Wagstaff, motion passed unanimously.
Motion to adjourn was made by Alderman Downey at 6:17 p.m., seconded by Koller motion passed unanimously.
