City of Greenville City Council met May 10.

Here are the minutes provided by the council:

Following the Executive Order issued by Governor Pritzker and with the surge in COVID Omicron variant, it has been determined by Mayor Barber that this public meeting be held both in-person and by remote participation.

The meeting was called to order on Tuesday, May 10, 2022 at 7:00 PM by Mayor George Barber.

5. CITY MANAGER COMMENTS

5.1. There will be the normal utility rate adjustment effective May 1, 2022. Sewer rates are automatically adjusted annually by 80% of the Consumer Price Index from the previous year. Water rates are adjusted by 80% of the Consumer Price Index from the previous year, plus an additional 1% that was added for five years for debt servicing of the new water plant. Consumer price index increased resulting in a change of 6.83% for sewer rates, and 7.83% for water rates.

5.2. We would like to acknowledge that our own Police Chief - Stefan Neece will be inducted into the Greenville University Athletic Hall of Fame.

7.2. Consideration of Agreement with Milano & Grunloh Engineers for design and construction engineering for Safe Route to Schools project.

Motion by Bill Carpenter, seconded by Ivan Estevez, Motion to approve the two agreements with Milano & Grunloh for a total of $55K for the safe routes to schools program.

forward with the street light project for College Avenue.

7.4. Consideration of Street Sweeper for Public Works Department

Motion by Kyle Littlefield, seconded by Bill Carpenter, Motion to approve the purchase of the new A7SE Tornado Sweeper Unit from Woodys for $275,166.20.

7.7. Consideration of Pumps and Panel Replacement at Springhill Lift Station. Motion by Ivan Estevez, seconded by Kyle Littlefield, Motion to replace the Springhill Lift Station through Vandevanter Engineering for $262,450.

7.8. Consideration of "Slow Children Playing Signs".

Motion by Bill Carpenter, seconded by Kyle Littlefield, Motion to conduct speed study when "Slow, Children Playing" sign is requested. If the speed study shows a problem the City will install a sign free of charge, but if the study shows that a sign is not warranted to offer to the citizen the option to purchase a sign for $300.00.

7.9. Consideration of ordinance #3269 application for Special Event Liquor Retailer's License.

Motion by Ivan Estevez, seconded by Kyle Littlefield, Motion to approve ordinance #3269 amending Chapter 118: Liquor Control of the City Code for the special event liquor license for KC for Bond County Fourth Fest.

Mayor Pro-Tem Lisa Stephens read letter from ex-Mayor Gaffner to keep the policy as is. John Gillard also spoke at the podium to not make any changes. Council wants to keep the existing policy but to add a paragraph clarifying the policy. No motion needed. Discussion only
