City of Carlinville City Council met July 5

City of Carlinville City Council met July 5.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora,  Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, City Attorney Don  Craven, Zoning, Econ Dev Zilm, City Clerk Carla Brockmeier, Police Chief Haley, Treasurer Jody  Reichmann, Budget Officer Linda Boente Absent: Mayor Sarah Oswald  

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes,  seconded by Koller, motion passed unanimously.  

Approval of Bills - Motion made to approve bills by Alderman Koller, seconded LeVora, motion  passed unanimously.  

Correspondence  

Summer Repertory Theater – Motion was made by Alderman Ober to allow a sign advertising  the Summer Repertory Theater to be hung at the train station, seconded by Link, motion passed unanimously.  

Public Comment  

None  

Old Business  

IARWC Update – Included in packet  

Resolution – A Letter Agreement Between the City of Carlinville and Police Benevolent and  Protective Association Police Unit – Discussion took place and a motion was made by Alderman  Link to approve a letter allowing lateral hire in the Police Department, seconded by Ober, motion  passed unanimously. 

New Business  

Ordinance Approving a Water Line Study for the City of Carlinville – Attorney Craven spoke  regarding this ordinance and our relationship with IARWC, discussion took place and it was  decided to take this ordinance to the Public Works Committee. 

Gaede Minor Subdivision – Establishment of Gaede Minor Subdivision was approved after a  motion was made by Alderman Harber, seconded by Koller, motion passed unanimously.  

Zoning Historical Overlay Districts – Brian Zilm discussed city regulations and codes for certain  areas of the square and approximately a block off of the square each way, and including Standard  Addition, (Sears Homes), known as Zoning Historical Overlay Districts. We will continue to  work on zoning and guidelines required of the city for these areas. Later discussion will take  place.  

Motion to adjourn was made by Alderman Downey at 6:13 p.m., seconded by Koller motion  passed unanimously.
