City of Litchfield City Council met Nov. 3.

Here are the minutes provided by the council:

Mayor Steven Dougherty called the Regular Meeting to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Kassidy Paine, Timothy Wright, and Woodrow Street. Absent: Alderpersons Dan Newkirk and Ray Kellenberger. The Mayor declared that a quorum was present.

Appointment:

Alderperson Sisson made a motion, seconded by Alderperson Wright to appoint Jean Bruner Jachino to the Tourism Advisory Committee for a three-year term expiring May 2025.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

Other Business:

Alderperson Gerl made a motion, seconded by Alderperson Sisson to accept the minutes from the October 20, 2022 meeting.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

Alderperson Wright made a motion, seconded by Alderperson Paine to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills and process payroll.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Sewer:

Alderperson Gerl made a motion, seconded by Alderperson Sisson to approve Change Order Pay Request# 1, from Korte- Luitjohan in the amount of$6, 762. 53 for time and materials necessary to properly slope the structure side wall during the Wastewater Treatment Facility' s Lagoon Liner Replacement Project and authorize the City Clerk to issue a check.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

Lake:

Alderperson Hollo made a motion, seconded by Alderperson Wright to approve an Ordinance declaring the Lake Departments and the Street Departments equipment as surplus and dispose of them by sealed bids. If no bids are received items can be disposed for scrap.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

Water:

Alderperson Hollo made a motion, seconded by Alderperson Gerl to spend up to $ 10, 000 with Cloyd Excavating for excavating services for track hoe and operator to clean the east lagoon at the water treatment facility at a rate of$ 135 per hour.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

Administration:

Alderperson Street made a motion, seconded by Alderperson Gerl to approve the 2023 regular meeting dates of the City Council ofthe City of Litchfield, Montgomery County, Illinois, and the Holiday schedule.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

Streets:

Alderperson Paine made a motion, seconded by Alderperson Hollo to purchase a four-wheel drive F 250 pick-up truck via State Bid from Morrow Brothers Ford Inc. of Greenfield for the amount not to exceed$ 43, 690.00 and authorize the City Clerk to cut a check upon satisfactory delivery.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

Executive Session:

Alderperson Sisson made a motion, seconded by Alderperson Wright to enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 ofthe Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. " The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body..." ( 51LCS 120/ 2( 2)( C)( 1).

2. " Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees." ( 51LCS 120/ 2( C)( 2))

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

Executive Session was entered into at 6: 39 p.m.

Alderperson Hollo made a motion, seconded by Alderperson Sisson to return to regular session at 7: 07 p.m.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

New Business:

Alderperson Street made a motion, seconded by Alderperson Wright to approve the Laborers' International Union of North America, Laborers' Local 773 Collective Bargaining Agreement.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

Alderperson Hollo made a motion, seconded by Alderperson Sisson to retain Mary Renner for an additional six months to perform expanded Economic Development duties at the current rate of 50.00 per hour.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Paine, Wright, Street.

Nay: None.

Absent: Newkirk, Kellenberger.

Motion carried.

Having no further business, Alderperson Street made a motion, seconded by Alderperson Sisson to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 09 p.m.
