Village of New Baden Board of Trustees met Nov. 21.

Here are the minutes provided by the board:

The Regular Meeting of the New Baden Village Board was held in person and remotely via Zoom Meetings on Monday, November 21, 2022. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was also held via Zoom Meetings. The public could observe and comment, when appropriate, by connecting on line through Zoom Meetings or calling in to participate.

In the absence of Mayor Zurliene, it was motioned by Trustee Oster and seconded by Trustee Pederson, to have Trustee Chris Locke chair the meeting. The meeting was called to order at 7:00 pm.

It was motioned by Trustee Henderson and seconded by Trustee Pederson, to approve the electronic attendance of Trustees Oster, Meredith-Wheelan, and Schomaker.

Present and answering to roll call: Trustees Bob Oster (via Zoom Meetings), Nicole Pederson, Chris Locke, Cindi Meredith-Wheelan (via Zoom Meetings), Rebecca Schomaker (via Zoom Meetings), and Doug Henderson. Absent: Mayor Taylor Zurliene. Staff Members Present: Village Clerk Teri Crane; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Police Sergeant Bruce Rapien; Public Works Commissioner Tim Deien; and EMS Director Allen Gilbert. Staff Members Absent: Chief of Police Chuck Mackin; Treasurer Casey Weekley; and Village Administrator Erika Heil.

Consolidated Election: April 4, 2023

Petition Packets for the April 4, 2023 Consolidated Election will be available on Tuesday, September 20. Petitions can be filed December 12-19, 2022.

Plan Commission Public Hearing

The Plan Commission will have a Public Hearing on December 13, 2022 at 6pm.

Public Works Committee Meeting

The Public Works Committee will have a meeting on November 29 at 6pm.

Consent Agenda

A motion was made by Trustee Oster and seconded by Trustee Henderson to approve the Consent Agenda, which includes the payment of current invoices. The minutes from the November 7, regular meeting will be presented at the next regular meeting.

Ayes: Oster, Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Alley Closure at 100 E Birch St

A motion was made by Trustee Henderson and seconded by Trustee Pederson to approve the closure of the alley at 100 E Birch St (O.W. Billhartz Civic Center) for the Winter Market (craft/ vendor fair) to be held on Sunday, December 4, 2022.

Ayes: Oster, Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

New Baden Police Dept. K-9/ Canine Acquisition

At the Public Safety Committee Meeting held on November 17, the committee discussed the acquisition of a Police K-9. The dog would be donated by a well known K-9 Trainer to the Village, a $9,500 value. Veterinary services would be provided free of charge by the Belleville Animal Hospital. Officer Hayden Rapien would be the assigned K-9 Officer. Conditions for the K-9 Unit are included in the Police Department’s Collective Bargaining Agreement. It was questioned what would happen to the K-9 Unit if Officer Hayden Rapien would leave the Village; Sergeant Bruce Rapien stated that would be discussed at the time of occurrence. The police vehicle currently driven by Officer Hayden Rapien is the next in the fleet to be replaced (next agenda item); the new vehicle would be upfitted with the necessary items for the K-9 Unit. Both the K-9 Unit and Police vehicle would be ready after the first of the year. There will be a 6-week training period for the K-9 Unit and Officer.

A motion was made by Trustee Pederson and seconded by Trustee Oster to authorize the acquisition of a K-9 Unit for the New Baden Police Department.

Ayes: Oster, Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Police Vehicle Purchase

A motion was made by Trustee Pederson and seconded by Trustee Oster to authorize the purchase of a 2023 Ford F-150 Police Responder Crew Cab 4x4 from Morrow Brothers Ford, Inc., for $47,295. Morrow Brothers has the State of Illinois Contract for police vehicles. This vehicle will be for the K-9 Officer. Upfitting of the vehicle, including necessary items for the K-9 Unit, will be approved at a later date. This purchase was also discussed at the Public Safety Committee meeting held on November 17.

Ayes: Oster, Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

2023 Tax Year Levy Estimates

A motion was made by Trustee Pederson and seconded by Trustee Schomaker to authorized the 2023 Tax Year Property Tax Levy Estimates. Mayor Zurliene and Finance Committee Chair Trustee Henderson recommends an overall levy amount of $785,566.13 which is an increase of 15.25376% over the prior year’s

extension. Trustee Henderson would like to have a Finance Committee meeting next week to review options prior to preparation of the final tax levy.

Ayes: Oster, Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

2023 Tax Year Levy Estimates

Trustee Henderson will call a Finance Committee meeting to review proposals. Tax Levy details: 1) December 19, 2022: 2023 Tax Levy Public Hearing at 6:30pm; and 2) December 19, 2022: 2023 Tax Levy Ordinance.

Permit Fee Waiver: New Baden American Legion

A motion was made by Trustee Henderson and seconded by Trustee Pederson to authorize waiving the permit fee for the New Baden American Legion Post 321 for an Electronic Sign that the Legion will be placing at 105 E Hanover St (Healing Hands & Soles Massage Therapy & Spa). The permit fee is $130.

Ayes: Oster, Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

There being no further business to be brought before the Village Board, a motion was made by Trustee Pederson and seconded by Trustee Henderson to adjourn the meeting.

Ayes: Oster, Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:19 pm.
