City of Hillsboro City Council met Jan. 3

City of Hillsboro City Council met Jan. 3.

Here are the minutes provided by the council:

The meeting was called to order at 7:00 pm.

Roll call was taken and those present were Mayor Downs and Commissioners Wright, Butler, Gregory and Ward.

The "Pledge of Allegiance" was recited.

Minutes of the previous meeting were approved.

Commissioners' reports:

Commissioner Butler read his report for public properties and streets and they will be included in the minutes.

Commissioner Gregory read his report for the police department and it will be included in the minutes.

Commissioner Wright read her report and it will be included in the minutes. Wright thanked everyone who has worked on broken water mains this winter.

Commissioner Ward said he has started reviewing all the accounts and rates the City is getting and will be looking to change some accounts if rates are better somewhere else.

Mayor Downs reported 2023 is the bicentennial for the City and thanked the committee working on the celebration. Downs also asked everyone to remember to put their trash cans back after the garbage is picked up and to clean up the dog poop on Main St. and don't leave it there.

Community Planner Sarah McConnell read her report and it will be included in the minutes.

The City Engineer Jeremy Connor reported the 2022 MFT audit will begin soon and work is moving along on the Mechanic St. easements needed for the culvert replacement. Connor said he was working with the Community Planner on some grants and they are working on the environmental assessment for Central Park for the OSLAD grant.

There were no public comments.

Motion was made by Commissioner Butler and seconded by Commissioner Wright to approve designing and building a disk golf course in the parks around the Fireman's Clubhouse and the old Girl Scout Camp. David McCormick will design and assist in the building of the course. The cost will be approximately $13,000 with design being around $3,000 of that. Motion carried 5-0.

Motion was made by Commissioner Butler and seconded by Commissioner Wright to approve an agreement with Northwater Company for watershed consulting services with will include a watershed plan for the City at a cost of $126,000. Motion carried 5-0.

Motion was made by Commissioner Wright and seconded by Commissioner Ward to approve a partial payment of $134,032.50 to Korte & Luitjohan for work done on the Huber Dr. water line project. Motion carried 5-0.

Commissioner Butler started discussion on the South Marina and told the Council he was looking at two ways to run the marina. Butler said he got a text from someone that may want to run the marina and he needed to get back with them and talk to them. Butler said at some point a plan needs to be put in place and he wanted the City Clerk to look into getting a liquor license from the state. Butler said he didn't know how long it would take to get the license but he was going to start really looking into the best way to run the marina even if there is no restaurant. Butler said there are a lot of options and wanted to figure it out quickly. Butler said the last lessee is for sure not coming back. Butler said if anyone has suggestions to please let him know.

Motion to Adjourn was made at 7:59 pm by Commissioner Gregory and seconded by Commissioner butler. Motion carried 5-0.
