City of Assumption City Council met Jan. 4.

Here are the minutes provided by the council:

Meeting called to order at 7:00 p.m. at the Bromwell Lodge by Protem Mayor Selena Reed who led the Pledge of Allegiance.

Roll call was answered by Alderpersons Sue Burgess, Gary Nelsen, Selena Reed, Kandy Smith, Travis Sullivan and Donny Walden. Also present were Treasurer Angel Palmer and City Clerk Janet Waller. Attorney Stephen Hedinger was via remote.

Present in the audience was Felicia King, Mark Bingham from Chastain and Associates, Joyce Throneburg, Dan Davis, John Holthaus and Lynn Zuber.

Mayor Page was absent due to work.

Council Member Sullivan, seconded by Council Member Nelsen, made a motion to approve the minutes of December 7, 2022 Council Meeting. Motion carried with Alderpersons Burgess, Nelsen, Reed, Smith, Sullivan and Walden voting aye and 0 nays.

Approval of Bills:

Council Member Smith, seconded by Council Member Sullivan, made a motion to approve the payment of bills as they appear on the Warrant Sheets. Motion carried with Alderpersons Walden, Sullivan, Smith, Reed and Nelsen voting aye and Burgess voting nay.

Public Comments on Agenda Items:

No comments.

Communications from the Mayor:

The City of Assumption did not get the home repair grant from the Illinois Housing Authority.

The city employees were thanked for their hard work during the Christmas cold snap. Water Supt Jack Duncan was called out on Christmas eve.

Officer Jackson Bugg will start his PTI training on Sunday, January 8th and will be completed in April.

Chief Wade received another $500.00 Walmart Grant for the Police Department. The car has been towed at 112 N Locust Street.

Communications from the City Attorney:

Attorney Hedinger updated the council on the status of the tennis courts and the Assumption Fest will work on filing a claim thru their insurance.

Attorney Hedinger is finalizing work on the properties on 315 N St John and 712 E Illinois.

Communications from the Treasurer:

Treasurer Palmer requested the council go into Executive Session to discuss Personnel.

Communications from the Alderpersons:

Nothing to report from the Alderperson

Under New Business:

Mayor Protem Reed announced we are tabling the TIF detailed feasibility study in regards to Grow Assumption until we have the engineering report. The engineering report will be available during the Water and Finance Committee meeting.

The change order for the Larochelle Project is $8,193.28. Council Member Smith, seconded by Council Member Nelsen, made a motion to approve the change order for $8,193.28 for the Larochelle Project. Motion carried with Alderpersons Nelsen, Walden, Reed, Burgess, Sullivan and Smith voting aye and 0 nays.

The deductible for the claim on the squad car is $500.00. The squad car will be repaired by Moweaqua Auto Body. Council Member Nelsen, seconded by Council Member Sullivan, made a motion to approve payment of the deductible for $500.00 for the squad car. Motion carried with Alderpersons Reed, Burgess, Smith, Sullivan, Nelsen and Walden voting aye and 0 nays.

Council Member Reed, seconded by Council Member Nelsen, made a motion to go into Executive Session at 7:10 pm for Personnel. Motion carried with Alderpersons Burgess, Nelsen, Reed, Smith, Sullivan and Walden voting aye and 0 nays.

Council Member Smith, seconded by Council Member Burgess, made a motion to go into regular council session at 7:26 pm. Motion carried with Alderpersons Walden, Sullivan, Smith, Reed, Nelsen and Burgess voting aye and 0 nays.

No action taken.

Treasurer Palmer would like to be contacted for all issues involving the treasurer. Public Comments:

Council Member Smith, seconded by Council Member Sullivan, made a motion to adjourn at 7:29 pm. Motion carried with Alderpersons Walden, Smith, Burgess, Nelsen, Reed and Sullivan voting aye and 0 nays.
