City of Litchfield City Council met Feb. 2.
Here are the minutes provided by the council:
Mayor Steven Dougherty called the Regular Meeting to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Dan Newkirk, Kassidy Paine, Timothy Wright, Woodrow Street, and Ray Kellenberger. The Mayor declared that a quorum was present.
Public Participation:
Jon Magnusson shared about an upcoming open forum taking place on Friday, February 17 to discuss substance abuse and recovery in our community, and extended an invitation to the alderpersons to attend.
Other Business:
Alderperson Sisson made a motion, seconded by Alderperson Wright to accept the minutes from the January 19, 2023 meeting.
The Mayor directed a roll call vote.

Alderperson Gerl made a motion, seconded by Alderperson Wright to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills and process payroll.

Lake:
Alderperson Hollo made a motion, seconded by Alderperson Kellenberger to approve the repairs and replacement of damaged ceiling tiles, insulation, kitchen cabinets, three LED light fixtures and water lines that froze up and broke on December 25th at the Beach House Meeting room at Lake Lou Yaeger, for an amount not to exceed $5, 360.09 and authorize the City Clerk to issue payment upon satisfactory completion.

Alderperson Hollo made a motion, seconded by Alderperson Wright to approve the proposal from the Illinois Fire Chief s Association to provide promotional testing services for the rank of
Captain and authorize the Mayor to sign the agreement for an amount not to exceed$ 19, 500. The Mayor directed a roll call vote.

Alderperson Hollo made a motion, seconded by Alderperson Street to approve the purchase of two ( 2) Sensit Gold G2 4 Gas ( LEL/ CO/ O2/ H2S) Detectors from Mac' s Fire and Safety at a cost not to exceed$ 4,868.75 and authorize the City Clerk to issue a check upon satisfactory delivery. The Mayor directed a roll call vote.

Alderperson Wright made a motion, seconded by Alderperson Sisson to authorize the advertisement for bids of water treatment chemicals for the upcoming fiscal year. The Mayor directed a roll call vote.

Alderperson Kellenberger made a motion, seconded by Alderperson Paine to approve a Resolution approving a Special Use Permit for a short-term rental property located at 209 N. Lincoln, parcel number 10- 32- 458- 019.

Executive Session:
Alderperson Sisson made a motion, seconded by Alderperson Wright to enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:
The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body..." ( 51LCS 120/ 2( 2)( C)( 1).

Alderperson Street made a motion, seconded by Alderperson Kellenberger to appoint Mike McGinley of Lewis Brisbois as legal counsel for the City of Litchfield.

Alderperson Newkirk made a motion, seconded by Alderperson Paine to contract with Joel Laws as City Administrator of the City of Litchfield.

Having no further business, Alderperson Street made a motion, seconded by Alderperson Kellenberger to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 43 p.m.
