City of Kinmundy City Council met Feb. 9.

Here are the minutes provided by the council:

The February 9,2023 regular meeting of the Kinmundy City Council was called to order and the Pledge of Allegiance was recited at 6:00 p.m. by Mayor Angie Diss. Teresa Hanks will fill in for Clerk Cindy Garrett to take minutes. Present were: Councilman Gary Cooper, Councilwoman Donna Smith, Councilman Corey Thompson. Councilman Curt Jones and Councilman Steve Wilkins. Councilwoman Amy Bolen arrived at 6:02.

The Bills and Minutes were approved as presented: Motion to approve by Councilman Thompson, seconded by Councilwoman Smith.

Mayor Diss introduced Jeff Mount applicant for the City of Kinmundy Full Time Police Chief. Motion to hire Mr. Mount at $25.00 per hour by Councilman Gary Cooper. Seconded by Councilwoman Donna Smith.

Police Chief Jeff Mount was sworn in by Mayor Diss.

Chief Mount updated the Council on progress in getting the Video Car Camera System installed and operational. Chief Mount is in need of a computer system to down load and store video for cases. Motion to purchase computer system was made by Councilman Gary Cooper, seconded by Councilman Corey Thompson.

Chief Mount also presented for purchase from Ray O'Herron a rifle, case and scope. Motion to appropriate $1200.00 for this purchase was made by Councilman Gary Cooper, Seconded by Councilwoman Donna Smith.

Water/Sewer Report - Jake Brimberry

Jake noted he along with Councilman Steve Wilkins looked at the feasibility of removing the pumps from the old water processing plant. Their recommendation was to leave them in place.

Jake will bring back to the City Council at the March meeting a tist of Surplus Equipment for sale, he suggested the Council set minimum bids and advertise it in the Illinois Rural Water Association newsletter.

Jake has been working with an employee at Forbes about relocating their meter to a vault pit and doing away with the meter house. Council requested Jake meet with an official from IDNR about the best way to proceed with the meter situation.

Jake noted C & C pumps has recently services the Lift Station pumps on Second Street. those pumps are set to cycle with each running equal time. One of the pumps is running longer than the other due to the fact it does not seat fully at the bottom. He will continue to monitor the pumps.

Jake will be bringing a quote to replace a pump at the Grade School Lift Station to the March meeting. Both ofthose pumps are at the end oftheir life, but we need to replace one then remove the other for refurbishing. The other pumps can then be refurbished and will allow us to have a spare pump for emergencies.

Street Report - Travis Potter

Travis reported he had obtained pricing to build a pit toilet at the New Lake. Cost of a pit toilet was approximately $15,000. We will check on porta potties for long term rental and table until the March meeting.

Travis reported that the Old Lake Road was in need of rock. He requested 2 loads of rock. Motion to purchase 2 loads of rock not to exceed $850.00 was made by Councilwoman Donna Smith, seconded by Councilman Steve Wilkins. Councilman Gary Cooper Yes

Library Report - Elecia Cooper

Elecia reported the Library would be sponsoring a Chili Cookoff on Wednesday, February 15 and invited everyone to attend. They will also be sponsoring a Craft Supply Swap on March 31. Mayor Diss noted she had met with the Library Board on Wednesday, February 8 and reviewed their financials with them. She felt the meeting was very positive. Councilwoman Donna Smith inquired about the Illinois Library Association Conference recently attended by Elecia. Elicia reported it was a very informative conference with many breakout specialty learning sessions.

Water/Sewer/Streets Committee - Steve Wilkins/Gary Cooper

Councilman Cooper reported that Mr. Plemmons was working with someone to clean out his ditch and that issued was resolved.

Mayor's Report

Old Lake Clean Up - Mayor Diss presented a proposal to the Council to remove the brush and undergrowth at the Old Lake to open up areas. This proposal was tabled until the March Meeting

Library Cameras - Mayor Diss provided to the City Council a finding from the City Attorney on having cameras in the Library. The attorney noted it was a public building with no expectation of privacy. Cameras will remain as installed.

City Clean Up

Dates were set for City Clean Up. Motion was made by Councilwoman Donna Smith, seconded by Councilwoman Amy Bolen to approve June 3rd as City Wide Yard Sales. June 10 as City Wide Clean Up with the large dumpsters across from the Water Plant and Hometown Clean Up a time when volunteers can help by policing roadways for trash was set for June 24th.

Water/Sewer Rate Increase - Ordinance Number #670 was made by Councilman Curt Jones, seconded by Councilman Steve Wilkins to pass the 2% water rate increase from Gateway Regional Water along to the City Customers and to increase the Sewer rate by

15%. Sewer has not had a raise since 1991. These rates will take effect at the March billing cycle.

Franchise Agreement with Ameren - City Attorney Tracy Willenborg recommended the passage of Ordinance #671 "An Ordinance renewing an existing franchise and granting for a period of20 years to Ameren Illinois, A Corporation, its successors and assigns, the franchise, right, permission and authority to construct, reconstruct, excavate for, place, remove, extend, maintain, and operate an electric utility system in the City of Kinmundy, County of Marion, and State of Illinois". Motion to approve Ordinance #671 made by Councilman Gary Cooper, seconded by Councilman Curt Jones.

Liberty Utilities - City Attorney Tracy Willenborg reported she had made several attempts on the City's behalf to obtain a copy of Liberty Utilities insurance coverage for City records. The Council felt a reasonable effort had been made and agreed to drop the Issue.

Thompson Tackle Fishing Tournaments - Mayor Diss reported that Curt Thompson of Thompson's Tackle had requested to hold Fishing Tournaments at the New Lake on the following dates: March 25, April 8, April 29 and May 13. Motion to approve these dates for the Fishing Tournaments was made by Councilman Curt Jones, seconded by Councilwoman Donna Smith.

The Regular meeting was concluded and a motion to go into Executive Session to discuss Personnel and Legal was made by Councilman Curt Jones, seconded by Councilman Gary Cooper.
