Macoupin County Board Road and Bridge Committee met March 9

Macoupin County Board Road and Bridge Committee met March 9.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Kiel, Heuer, Adden, Armour, Barr, Reinhart

ABSENT: Acord, Wiggins

II. AUDIT BILLS

1. Review and Recommend monthly claims

Claims were not available to be reviewed. They will be presented to the committee before this month’s County Board meeting.

III. 50/50 PETITIONS

1. North Otter #49

The following 50/50 project petition was presented:

              Project         Estimate         County

Share

North Otter #49      $ 5,000.00   $ 2,500.00

The County’s obligation for the project will be the “County Share” only.

Motion made by Armour seconded by Adden to approve the petition and recommend passage by the full board.

RESULT: MOTION TO RECOMMEND [UNANIMOUS] 

MOVER: Todd Armour, Member

SECONDER: Ross Adden, Member

AYES: Kiel, Heuer, Adden, Armour, Barr

ABSENT: Acord, Wiggins

IV. NEW BUSINESS

1. Construction engineering contract with HLR for the Brighton-Bunker Hill Road project

The Committee considered a Construction Engineering Startup Agreement with Hampton, Lenzini and Renwick of Springfield for construction of the first phase of Brighton-Bunker Hill Road scheduled to begin before the end of the month. The following motion was made:

Motion made by Armour, seconded by Barr to recommend the full board approve the Construction Engineering Agreement with Hampton, Lenzini, and Renwick for construction inspection of the Brighton-Bunker Hill Road project in an amount not to exceed $50,000.00.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

AYES: Kiel, Heuer, Adden, Armour, Barr

ABSENT: Acord, Wiggins

V. DISCUSSION

1. ARPA

The committee discussed the ARPA projects. Reinhart is still working on the dump trucks and road grader. Armour and Reinhart are scheduling a meeting on a telephone option that would connect the Highway Department phones through the county system.

2. Personnel

Reinhart reported that there would be a retirement in the Highway Department in April. The committee discussed the procedure to hire a new employee
