City of Centralia City Council met March 15.

Here are the minutes provided by the council:

A Public Hearing was held on March 15, 2023 to discuss information related to the proposed Water Treatment Plant Project that consisted of a Project Summary and the Preliminary Environmental Impacts Determination (PEID) prepared by the Illinois Environmental Protection Agency (IEPA) which was available for review in advance at City Hall. Mayor Kuder called the public hearing to order at 2:00 p.m.

Councilmembers attending: Mayor Kuder and Councilman Jackson

Staff Members attending: City Manager, William K. Smith and City Clerk, Kim Enke

Others in attendance: Ann Heiligenstein and Mike Brandt from Curry and Associates and John Paskavich, a member of the public

Ann Heiligenstein representing Curry and Associates stated that this public hearing was being held as a requirement as a step in the process for an IEPA loan. She stated that they have provided a preliminary environmental impact determination. She stated that the determination required that the hearing be held to allow for public comment. She explained that it includes the drawings and funding information about the scope of the project. She asked if there were any other questions that were not answered or included in the environmental impact determination. She stated that anyone will also have 10 additional days to submit written comments. She reported that all results would be submitted to the EPA which will allow the City to be placed on the intended funding list. She stated that she expected that will be drafted in June and finalized in July.

Mayor Kuder clarified that the City would be waiting to be placed on the list of available funding. Mike Brandt stated that this is a required step to proceed and be eligible for funding. Councilman Jackson clarified the time frame for response and Ms. Heiligenstein confirmed that they have 10 days to make any additional comments.

John Paskavich who was in attendance stated that in the past on projects he recalled extinct animals or historical reviews that caused issues with delays of projects with the EPA but with this project he was not aware of any at this location.

With no other comments or further discussion, the public hearing was adjourned at 2:04 p.m.
