City of Carlinville City Council met March 20

City of Carlinville City Council met March 20.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Wagstaff, Alderman Ober, Deputy City Clerk Julie Stults, Budget Officer Linda Boente, Police Chief Graham, and Public Works Director Dan Held,

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by McClain, motion passed unanimously.

Approval of Bills - Motion made to approve reports and bills by Alderman Harber, seconded by Wagstaff, motion passed unanimously.

Correspondence

St Paul UCC Correspondence: St Paul requesting to close off the street between the church and The George Room and Ace on June 17th, 2023

Jon Convery Correspondence: A request to block of four parking spaces in front of Brave Hazel and part of the alley south off the square for April 28th and 29th.

Municipal Band Schedule: FYI

Direso Correspondence: A request to look into the property at 911 North Broad to get it cleaned up. Chief Graham did inform the council he is working on trying to get in contact with the out of state property own in this matter. Motion to place all correspondence on file made by Alderman Koller, seconded by Wagstaff, motion passed unanimously

Public Comment

Scott Konnecker commented on the led sign at the Head Start Day Care that was placed on Charles St facing his home being a issue when it is lit up. Alderman Downey stated he spoke with Head Start and they are relocating the sign asap and in the meantime it will be turned off.

Old Business

Lead Service Line Replacement and 108/Colt Rd Water Main: Don from Woodard and Curran was here to answer any question the council may have.

An Ordinance Authorizing the City to Borrow Funds from the IEPA State Revolving Loan Fund: Motion to pass the ordinance made by Alderman Link, seconded by Harber, motion passed unanimously

A Resolution Authorizing the Mayor and City officers to make Early Payment of the Bond Payment due in September 2023: Motion to approve the resolution by Alderman Harber, seconded by Wagstaff, motion passed unanimously.

New Business

Approval of Emergency Repair at the WWTP: Dan Held informed the council that they need to replace check valves at the WWTP at the cost of $29,164.76. These repairs where approved a Public Works committee. Motion to approve the repairs by Alderman Link, seconded by Ober, motion passed unanimously.

Approve 111 East First North Drainage Improvement: Dan Held explained to the council that in the street in front of Ace Hardware they have a drainage problem and the City needs to put in a drain for rain water to go into the sewer. Motion to approve drainage improvement made by Alderman Wagstaff, seconded by Koller, motion passed unanimously.

Lease transfer from Bates to Ager: Motion to approve lake lease transfer by Alderman McClain, seconded by Wagstaff, motion passed unanimously.

Motion to adjourn was made by Alderman Koller at 6:18 p.m., seconded by McClain motion passed unanimously.
