City of Greenville City Council met May 9.

Here is the agenda provided by the council:

3.1. Presentation by Isaiah Atkins GU student concerning Elm Street Crosswalk.

5. CITY MANAGER COMMENTS

5.1. The Mini Excavator and utility trailer have been ordered (budgeted). We obtained 5 quotes for the excavator and 3 quotes for the trailer.

5.2. The tourism committee recommended the grant request for: American Farm Heritage Museum, Fourth Fest, Bond County Car Shows, American Heritage Railroad, and the Bond County Fair which have all been approved and follow guidelines.

5.3. There will be the normal utility rate adjustment effective May 1, 2023 Sewer rates are automatically adjusted annually by 80% of the Consumer Price Index from the previous year. Water rates are adjusted by 80% of the Consumer Price Index from the previous year, plus an additional 1% that was added for five years for debt servicing of the new water plant. Consumer price index increased resulting in a change of 3.99% for sewer rates, and 4.99% for water rates.

5.4. Per the approved budget we have ordered a 2023 Dodge Durago Police vehicle for $43,242.

5.5. The kick off for the downtown renovation will begin with the repair of the clock. Parts have been ordered and a date will be forthcoming for a ribbon cutting.

5.6. At the next City Council meeting on June 13, 2023 we will have the public hearing for the Appropriation Ordinance.

6. ENGINEERING REPORT

6.1. HMG-Comments:

Beaumont Avenue Resurfacing

• Project report comments were received from IDOT. The report is being revised based on these comments. Once the report is finalized, HMG will provide a copy to the City for final review and signatures.

• There has been no movement from IDOT regarding reallocation of federal funding for this project from FY 2025 to FY 2024. Dewey Street

6.2. Milano & Grunloh Comments:

∙ The chemical feed modifications are complete except for a couple of punch list items. The items are delayed due to material delivery. Once materials are secured, the project will be made operational.

∙ Idler Lane Water Main Replacement Project—Bids were opened on January 20, 2022. The project is complete except for clean up. The Contractor completed seeding and mulching. Any punch list items that come up will be addressed by the Contractor. The Final Pay Estimate for $107,111.72 and Final Change Order for a deduct of $16,586.00 are attached for approval.

∙ SRTS – M&G helped the city submit an application, which was due September 30th. Attached is a map of the application area.

The City received $250,000. Design and Construction Engineering contracts have been approved by the City. The ESR (Environmental Survey Request) is in progress. A coordination meeting was held with IDOT. They recommended including Phase 2 in the ESR to help the project score higher when applying for funding. The project will tentatively be bid out in the third quarter of 2023. The bid letting is scheduled for August 4, 2023. Final layout of sidewalk and design is complete and plans have been sent to IDOT for review. See the attached budget.

The next round of Safe Route to School (SRTS) Grants are due October 2, 2023 if the City would like to apply for Phase 2.

∙ The water treatment plant was sent to the IEPA in December. RD funding is secured. The IEPA has funded the project at $1,250,000 in grant funds and $17,123,050 in loan funds (see the attached Reservation of Loan Funds letter form the IEPA). The city also applied for a DCEO RIPI grant which was announced and the City received a 2 million dollar grant. We have received the grant agreement, executed it and sent back to DCEO. See attached layout and estimate. The IEPA Permit has been issued. The project has been advertised with a bid opening date of May 3rd5th at 9:00 a.m. and 9:15 a.m. The City also received a state legislative grant from Rodney Davis which is being worked through.

∙ DCEO Applications were due January 19th. DCEO has raised the grant ceiling to $1.5 million dollars for this year only. Attached is a project exhibit and budget. The application was submitted January 19th.

∙ ITEP – The application has been submitted. See the attached exhibit and estimate for the proposed project. Announcements should be made in the first quarter of 2023.Announcements were made and the City was not selected.

∙ OSLAD (Open Space Land Acquisition and Development) The application has been submitted. The City of Greenville is theoretically eligible for a 100% $600,000 grant. See the attachments. Announcements were made last week, and Greenville was not successful. Tentatively, applications will be accepted from July – September if the City would like to reapply.

∙ Subdivide 102 & 104 W South Street – The alley at this location is too narrow. The City is evaluating widening the alley 10’. An Ameren pole has to be relocated to facilitate the widening. The City is working with Ameren to see if the pole can be relocated.

∙ There has been severe erosion along Sunset Point. The possibility of filling in this area is being evaluated. MET is completing a geotechnical analysis in May to evaluate filling the area.

∙ Downtown Grant – The City received $1.9 million for these improvements. Milano & Grunloh will assist with Administration. The City is discussing possible changes from the original application.

∙ There are items at the Waste Water Treatment Plant that will need addressed in the next five years. These are being evaluated to develop a plan for a timeline and budget. One clarifier was taken offline and inspected. It was in good shape, but will need work completed or deterioration will escalate. The plan is to submit a funding application to the IEPA for a $3 million project. Preliminary, the City is eligible for 45% principal forgiveness. See the attached exhibit and plan. Milano & Grunloh is preparing the paperwork to submit to the IEPA.

∙ Buzzard Bay Sidewalk – Sidewalk to the boat ramp was bid out on April 4th. Attached is the bid tabulation. There was an error on Mettler Development’s proposal, but it did not change the low bidder. We reviewed previous work completed by the contractor and recommend to award to Mettler Development for $67,296.00. All paperwork is complete. A pre-construction meeting was held on May 4th and the contractor plans to start work on May 15th.

8. MATTERS OF COUNCIL CONSIDERATION

8.1. Consideration of awarding low bidder for Water Treatment Facility Upgrade to Gunloh Buillding and All Service Contracting.

Motion to approve the low bidders Grunloh Builders and All Service Contracting for the upgrades to the water treatment plant.

8.2. Consideration of ordinance to add “Maintenance Facility” as a Conditional Use in the Commercial Neighborhood (CN) zone to the Use Matrix, Table 153.0202(A) of the Unified Development Code

Motion to approve the ordinance adding "maintenance facility" to the list of conditional uses in section 153.020(A) of our code.

8.3. Consideration of ordinance granting a conditional Use Permit to operate a maintenance Facility in a Commercial structure on Parcel # 05-10-11- 219-001, commonly known as 335 N. Dewey St.

Motion to approve the ordinance granting the conditional Use Permit for commercial structure on Parcel # 05-10-11-219-001, commonly known as 335 N. Dewey St.

8.4. Consideration of ordinance granting to Kingsbury Park District for a variance to the maximum building size requirement in the Commercial Neighborhood (CN) zone, section 153.0297 of the Unified Development Code, for the address commonly known as 335 N. Dewey St. identified as Parcel # 05-10-11-219-001

Motion to approve the ordinance granting the variance for a 4000 square foot shed.

8.5. Presentation by Bill Walker and Moran Development

8.6. Consideration of creating a Business District.

Motion to move forward with a business district by approving the agreement with Moran Development for approximately $27,900 which has been budgeted.

8.7. New revolving loan program. This would be a 10 year loan with an interest rate of 1% and after 5 years if the the business is still open all interest would be applied to the principal if the loan were to be paid off. The business owner can take advantage of the interest forgiveness at any point between the 5 year and 10 year mark.

Motion to move forward with new revolving loan program per presented terms.

8.8. New business economic development incentive. The City will grant to the business owner up to $500 per month to be used toward rent and/or utilities. The business owner will submit their application and the City will verify the costs. This is to be paid out of EDC - Business Retention and we have budgeted $60,000 for the program for this fiscal year.

Motion to move forward with new business development program per presented terms.

8.9. Consideration of TIF application from Nelson Development Co., and Mid Atlantic Development for $388,476.

Motion to approve the TIF application with Nelson Development Co. and Mid Atlantic Development for $388,476.00 to be followed by the actual TIF agreement.

8.10. Consideration of revolving loan with Nelson and McPherson (LLC to be created) for the downtown Microtel project in the amount of $375,000.

To approve the revolving loan with Nelson and McPherson with the ordinance to follow at the June meeting.

8.11. Consideration of MFT Bid Award.

Motion to award the contracts to the low bidders per the attached bid tab.

8.12. Consideration of consolidating Certificates of Deposit for Montrose Cemetery.

Motion to make the changes to the Montrose Cemetery CD's per the attached CD Listing sheet.

8.13. Consideration of new City Banners

Motion to purchase new City Banners not to exceed $10,000. 8.14. Acceptance of LP Gas Energy Contract.

Motion to authorize City staff to enter into an energy agreement with Ferrell Gas to deliver LP gas from June 1, 2023 through May 31, 2024 at a contract price of $1.899 per gallon.

8.15. Consideration to accept donation of property located at 118 Mark Place, Greenville.

Motion to accept the property at 118 Mark Place as a donation to the City.
