City of Litchfield City Council met April 20.

Here are the minutes provided by the council:

Mayor Steven Dougherty called the Regular Meeting to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Dan Newkirk, Kassidy Paine, Timothy Wright, Woodrow Street and Ray Kellenberger. The Mayor declared that a quorum was present.

Recognition:

Mayor Dougherty read a proclamation in recognition of Small Businesses Week which is observed April 30 to May 6.

Appointment:

Police Lieutenant Brian Reid introduced the newest member of the police department— Joseph Thompson. The swearing in ceremony by City Clerk Carol Burke followed.

Alderperson Newkirk made a motion, seconded by Alderperson Hollo to appoint David" Levi" Suhrenbrock as the City Representative to the Tax Increment Finance Joint Review Board. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Mayor' s Announcements:

The Mayor made the following announcements:

Fiber should be installed at Eagle Ridge, including Solar Circle and Westlake, within the next 90 days,

AT& T intends to install a 200 foot tower at the lake which will improve reception and provide a broader reach for the first responders.

GATA status is now green, so grant funds should now be released.

The County awarded a$ 750 grant to the Tourism department to use for marketing the Pickers Market.

Other Business:

Alderperson Gerl made a motion, seconded by Alderperson Kellenberger to accept the minutes from the April 6, 2023 meeting. Alderperson Paine asked that the vote to enter Executive Session be changed to reflect that Alderperson Street voted no. City Clerk Burke will make the change to the minutes.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

New Business:

Building/Zoning:

Alderperson Kellenberger made a motion, seconded by Alderperson Street to approve an Ordinance Establishing Eagle Ridge Subdivision Covenants, Specifically Article XXI, Quiet Enjoyment, Dock/ Pier Permit, Section 21. 02 Dock Permit, as per Exhibit 1. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Kellenberger made a motion, seconded by Alderperson Street to approve an Ordinance Setting Dock/Pier Requirements and Setting Permit Conditions and Fees for the Eagle Ridge Subdivision in the City of Litchfield, Montgomery County, Illinois, as per Exhibit 2. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Kellenberger made a motion, seconded by Alderperson Wright to amend Ordinance 2589 and Ordinance# 3214 Regarding Building Inspections and Building Inspection Fees. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Lake:

Alderperson Hollo made a motion, seconded by Alderperson Sisson to approve Rules for Boat Storage at Lake Lou Yaeger in the East and North Lower Parking Lot by the Beach House. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Tourism:

Alderperson Paine made a motion, seconded by Alderperson Gerl to approve an advertising services contract with Great Rivers & Routes Tourism Bureau in the amount of$40, 000 for marketing Litchfield Tourism and authorize the Mayor to sign the contract. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Paine made a motion, seconded by Alderperson Street to approve an agreement between the City of Litchfield and the Litchfield Museum and Route 66 Welcome Center and authorize the Mayor to sign the contract.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Administration:

Alderperson Street made a motion, seconded by Alderperson Kellenberger to approve a Community Partnership Agreement" with C.E.F. S. Economic Opportunity Corporation. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Alderperson Street made a motion, seconded by Alderperson Gerl to adopt an ordinance to amend the FY 22- 23 Fiscal Year Budget for the City of Litchfield, IL

The Mayor directed a roll call vote.

Nay: None.

Alderperson Wright made a motion, seconded by Alderperson Sisson to

Executive Session

Alderperson Street made a motion, seconded by Alderperson Newkirk to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body..." ( 5ILCS 120/ 2( 2)( C)( 1).

Discussion of minutes of meeting lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi- annual review of the minutes as mandated by Section 2. 06. ( 5ILCS 120/ 2( 2)( C)( 21)

Executive Session was entered into at 6:46 p.m.

Alderperson Street made a motion, seconded by Alderperson Kellenberger to return to regular session at 7: 30 p. m.

The Mayor called for a voice vote.

New Business:

Alderperson Gerl made a motion, seconded by Alderperson Sisson to approve the Executive Session Minutes from April 6, 2023.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Paine made a motion, seconded by Alderperson Gerl to approve the appointment of Breann Vazquez as City Administrator contingent upon confirming the legal status of residency and authorizing the Mayor to sign the agreement.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Hollo made a motion, seconded by Alderperson Street to approve the hiring of Adam Pennock as Litchfield Fire Chief.

The Mayor directed a roll call vote.

Nay: None.

Alderperson Newkirk made a motion, seconded by Alderperson Kellenberger to approve salary increases in lieu of 3. 5% COLA effective May 1, 2023, for City of Litchfield non- bargaining employees.

The Mayor directed a roll call vote.

Nay: None.

Motion carried.

Having no further business, Alderperson Gerl made a motion, seconded by Alderperson Street to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 34 p.m.
