Village of New Baden Board of Trustees met May 1.

The Regular Meeting of the New Baden Village Board was held on Monday, May 1, 2023. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was called to order by Mayor Zurliene at 7:00 pm.
Present and answering to roll call: Mayor Taylor Zurliene; Trustees Nicole Pederson, Chris Locke, Cindi Meredith-Wheelan, Rebecca Schomaker, and Doug Henderson. Absent: Trustee Bob Oster. Staff Members Present: Village Clerk Teri Crane; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Public Works Commissioner Tim Deien; Chief of Police Chuck Mackin, Treasurer Casey Weekley; and Ambulance Director Allen Gilbert. Staff Members Absent: None.
Sewer Rate Increase
Announcement: Sewer Rate Increase: Effective on bills due May 15, 2023, both individual and industrial users shall be charged a monthly rate of $0.95 per every 100 gallons of metered water consumption, provided, however, that the minimum monthly bill for any user shall be not less than the equivalent charge for 2,000 gallons of metered water consumption. The previous monthly rate was $0.90 per every 100 gallons of metered water consumption. This was approved with Ordinance 2015-10- 19-A.
Schedule of Annual Meetings
Clerk Crane distributed the Village of New Baden Schedule of Annual Meetings for Fiscal Year 2023-2024.
Consent Agenda
A motion was made by Trustee Schomaker and seconded by Trustee Pederson to approve the Consent Agenda, which includes the payment of current invoices, and minutes from the April 17, 2023, regular meeting.
Ayes: Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson.
Nays: None.
Absent: Oster.
A majority of the Board voting aye, the motion carried.
O.W. Billhartz Civic Center: Bleachers
A motion was made by Trustee Schomaker and seconded by Trustee Pederson to authorize the purchase of Bleachers with Power (without Demolition) for the O.W. Billhartz Civic Center for $29,337.07. This project was researched by Trustee Oster. These bleachers will replace the old bleachers located along the south gym wall. This project had been discussed in the Finance Committee meetings and is included in the Fiscal Year 2024 budget.
Ayes: Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson.
Nays: None.
Absent: Oster.
A majority of the Board voting aye, the motion carried.
Mayor Zurliene extended his thanks to Trustees Pederson and Henderson for their service on the Village Board and to the New Baden residents. They will be missed.
Oath of Office
Clerk Crane swore in the newly elected officials: Rebecca Schomaker (term expires 2027) and Larry Thoeming (term expires 2027); Christine Jackson was absent and will be administered the Oath at the next meeting.
Clerk Crane will administer the Oath Office to the newly elected Library Trustees at the Library Board meeting on Monday, May 15.

Municipal Officer Appointments
A motion was made by Trustee Schomaker and seconded by Trustee Locke to approve the appointment of the following Municipal Officers: Casey Weekley – Village Treasurer; Luke Behme – Village Attorney; Mark Thaler – Interim Chief Building and Zoning Official; and Teri Crane – Village Collector.
Ayes: Locke, Meredith-Wheelan, Schomaker, Thoeming.
Nays: None.
Absent: Oster, Jackson.
A majority of the Board voting aye, the motion carried.
Agreement with New Baden Park Boosters for the 2023 Youth Soccer Program
A motion was made by Trustee Meredith-Wheelan and seconded by Trustee Locket authorize the Agreement between Village of New Baden and New Baden Park Boosters for the 2023 Youth Soccer Program. The New Baden Park Boosters will provide all aspects of the program, including but not limited to registration, expenses, scheduling, management, communication, and coordination of obtaining equipment, necessary personnel, referees, communication, and other operations during the 2023 season, in accordance with the stipulations listed in the agreement. Trustee Thoeming questioned the right to audit any aspect; Mayor Zurliene stated this is included in the contract. Trustee Meredith-Wheelan had a question regarding the addition of the alcohol/ drug clause; Mayor Zurliene stated that there has not been an issue, just good practice to have it in the agreement.

Eagle Scout Project: Sand Volleyball Court by Camren Ferri
New Baden Boy Scout Camren Ferri was present to discuss his plans for an Eagle Scout Project which would include renovating the Sand Volleyball Court at the Community Park. This would include work to the sand, net and poles. He will be holding a fundraiser to pay for the renovations, as required by the Boy Scouts. The estimated budget is $2,000. Camren Ferri will also be working in conjunction with the New Baden Jaycees.
A motion was made by Trustee Thoeming and seconded by Trustee Meredith Wheelan to authorize Boy Scout Camren Ferri to complete his Eagle Scout Project by renovating the Sand Volleyball Court at the Village Park.
Ayes: Locke, Meredith-Wheelan, Schomaker, Thoeming.
Nays: None.
Absent: Oster, Jackson.
A majority of the Board voting aye, the motion carried.
There being no further business to be brought before the Village Board, a motion was made by Trustee Meredith-Wheelan and seconded by Trustee Locke to adjourn the meeting.
