City of Assumption City Council met July 5.
Here are the minutes provided by the council:
Meeting called to order at 7:00 p.m. at the Bromwell Lodge by Mayor Derek Page who led the Pledge of Allegiance.
Roll call was answered by Alderpersons Gary Nelsen, Selena Reed, Kandy Smith, Travis Sullivan, Donny Walden and Ross Workman. Also present were Mayor Derek Page, Attorney Stephen Hedinger, Police Chief Brian Wade, Officer Jackson Bugg, Treasurer Angel Palmer and City Clerk Janet Waller.
Present in the audience were Stephanie Brown from Chastain and Associates, Earl Simmons, Felicia King from the Golden Prairie News, Joe Mink, Grace Snively, Joyce Throneburg, Mike Corzine, Julie Holthaus, Rhonda McLain, Kay Clutter, Jerit Medler, Cindy Medler, and Rhonda McClain.
Council Member Smith, seconded by Council Member Walden, made a motion to approve the minutes of June 7, 2023 City Council Meeting. Motion carried with Alderpersons Nelsen, Reed, Smith, Sullivan, Walden and Workman voting aye and 0 nays.
Approval of Bills:
Council Member Sullivan, seconded by Council Member Workman, made a motion to approve payment of bills as they appear on the warrant sheets. Motion carried with Alderpersons Workman, Walden, Sullivan, Smith, Reed and Nelsen voting aye and 0 nays.
Public Comments on Agenda Items:
The mother of a special need’s child informed the council that the number 1 cause of death is drowning in autistic children. She would like to encourage the council to consider an ordinance for fences for pools.
Another comment on the pool ordinance was regarding how many feet from the property lines will the fence have to be and the time period allowed to be in compliance if the ordinance passes.
Communications from the Mayor:
Mayor Page thanked everyone for help during the storm cleanup. Limbs will be picked up in the near future.
WCIA will be filming in Assumption. They will be live on August 4 for the 4 pm, 5 pm and 6 pm news cast. There will also be a Farmer’s Market while they are live on August 4.
Fireworks were great last night.
CTI will be finishing up and hopefully done by the end of the year. Communications from the City Attorney:
Attorney Hedinger reported they will be responding to the IEPA violation notice tomorrow via a conference call. Correspondence has been sent to the IEPA.
Attorney Hedinger continues to work on the property on Illinois Street and also the Poplar property.

Under New Business:
The preliminary ordinance for pools was presented to the council. After discussion there was no motion for the ordinance. There was no discussion to table the ordinance until a later date either.
An ordinance for annexation of land for John and Julie Holthaus was presented to council. Council Member Reed, seconded by Council Member Smith, made a motion to approve Ordinance 799 for Annexation of land for John and Julie Holthaus. Motion carried with Alderpersons Reed, Walden, Sullivan, Smith, and Workman voting aye and Nelsen voting nay.
A resolution for TIF for an application for the Oldies 1900 Inn was reviewed by the council. Council Member Reed, seconded by Council Member Walden, made a motion to approve Resolution 2023-7 for the TIF for the Oldies 1900 Inn. Motion carried with Alderpersons Smith, Walden, Nelsen, Workman, Sullivan and Reed voting aye and 0 nays.
Accountant Adam Mathias presented the results of the 2022-2023 audit to the council. .
Council Member Walden, seconded by Sullivan, made a motion to approve the 2022- 2023 audit. Motion carried with Alderpersons Smith, Walden, Nelsen, Workman, Sullivan and Reed voting aye and 0 nays.
The cost of a radio for the School Resource Officer is $2,900.00. Council Member Smith, seconded by Council Member Workman, made a motion to approve the radio for $2,900.00 from the ARPA fund for the School Resource Officer. Motion carried with Alderpersons Walden, Smith, Workman, Nelsen, Reed and Sullivan voting aye and 0 nays.
The cost of equipment for the police squad for the School Resource Officer is $3,200.00. Council Member Nelsen, seconded by Walden, made a motion to approve the cost of $3,200.00 from the ARPA fund for the School Resource Officer. Motion carried with Alderpersons Reed, Walden, Sullivan, Smith, Workman and Nelsen voting aye and 0 nays.
The cost of a new computer for the Water Collector is $2,617.19 from CTI. Council Member Sullivan, seconded by Workman, made a motion to approve $2,617.19 for the new computer from CTI for the Water Collector. Motion carried with Alderpersons Smith, Nelsen, Workman, Walden, Sullivan and Reed voting aye and 0 nays.
The council reviewed the following Chastain invoices.

Council Member Walden, seconded by Sullivan, made a motion to approve payment of the above invoices for Chastain and Associates for the total of $19,456.89.

The disbursement for Petersburg Plumbing for Sanitary Sewer Phase 2 is $442,830.96. Council Member Sullivan, seconded by Council Member Workman, made a motion to approve the disbursement for Petersburg Plumbing for $442,830.96 for Sanitary Sewer Phase 2. Motion carried with Walden, Smith, Workman, Nelsen, Reed and Sullivan voting aye and 0 nays.
The Water Supply loan has been approved from the IEPA for $1,093,967.58 and will have 100% forgiveness. The loan forms will need signed and returned to the IEPA. Council Member Sullivan, seconded by Council Member Nelsen, made the motion to accept the Water Supply loan from the IEPA for $1,093,967.58 with 100% forgiveness. Motion carried with Alderpersons Nelsen, Reed, Smith, Workman, Sullivan and Walden voting aye and 0 nays.
The Water Supply loan from the IEPA for $1,596,817.50 has been approved and will have 50% forgiveness. Council Member Sullivan, seconded by Council Member Nelsen, made the motion to accept the IEPA loan for $1,596,817.50 and 50% forgiveness. Motion carried with Alderpersons Reed, Walden, Sullivan, Smith, Workman and Nelsen voting aye and 0 nays.
Stephanie Brown from Chastain and Associates gave an update on the Water Treatment Plant. They continue setting up the account for the funding and getting everything ready.
Sanitary Sewer Phase 2 continues to work on the construction of the Leafland Lift Station.
Council Member Sullivan, seconded by Council Member Nelsen, made the motion to go into Executive Session at 8:05 pm for 5 ILCS 120/2 for Personnel. Motion carried with Alderpersons Workman, Walden, Sullivan, Smith, Reed and Nelsen voting aye and 0 nays.
Council Member Walden, seconded by Council Member Nelsen, made a motion to go back into regular council session at 8:55 pm. Motion carried with Alderpersons Workman, Walden, Sullivan, Smith, Reed and Nelsen voting aye and 0 nays.
The council would like to hire a School Resource Officer. Council Member Walden, seconded by Council Member Workman, made a motion to hire Doug Allen for $55,000 and provide a squad car for the School Resource Officer with the City paying half of the salary and the school paying half of the salary. Motion carried with Alderpersons Smith, Sullivan, Walden, Workman, Nelsen and Reed voting aye and 0 nays.
Public Comments:
The public questioned if the pool ordinance was done.
Another question was who owns the football field and who is liable is someone gets hurt.
