City of Pana City Council met July 10.

Here are the minutes provided by the council:

Mayor Nathan Pastor called the meeting of the Pana City Council to order at 7:00 P.M.

The Pledge of Allegiance to the flag was recited.

Roll Call showed the following Aldermen as being present: Christer, Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson were present. Eight aldermen were present. None were absent.

Scott/Beeson to approve the consent agenda as presented. Items included in the consent agenda are the minutes of the June 26, 2023 regular session, payroll to be paid on July 14, 2023, and disbursements to be paid on July 16, 2023. The motion carried on the following roll call vote: Christer, Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson voting aye. No nays. Eight ayes.

Scott/Stephens to approve Loan Disbursement #11 for the PAC Building in the amount of $33,458.01. The motion carried on the following roll call vote: Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer voting aye. No nays. Eight ayes.

Scott/Stephens to approve Change Order #2 for the PAC Building in the amount of $1,212.07. The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer, Eddy voting aye. No nays. Eight ayes.

Scott/Eddy to approve the PAC Building Certificate of Substantial Completion. The motion carried on the following roll call vote: Stephens, Scott, Smith, Garrett, Beeson, Christer, Eddy, Schneider voting aye. No nays. Eight ayes.

Scott/Beeson to pass Ordinance #1937, “An Ordinance Approving an Intergovernmental Agreement Between City of Pana and Pana Community Unit School District No. 8 – TIF #2.” The motion carried on the following roll call vote: Scott, Smith, Garrett, Beeson, Christer, Eddy, Schneider, Stephens voting aye. No nays. Eight ayes.

Scott/Eddy to pass Ordinance #1938, “An Ordinance Regulating Food Trucks.” The motion carried on the following roll call vote: Smith, Garrett, Beeson, Christer, Eddy, Schneider, Stephens, Scott voting aye. No nays. Eight ayes.

Scott/Eddy to recognize the first presentation of “An Ordinance Amending Chapter 22 of the Pana Code of Ordinances to Regulate Low-Speed Electric and Gas-Powered Bicycles.” The motion carried on the following roll call vote: Garrett, Beeson, Christer, Eddy, Schneider, Stephens, Scott, Smith voting aye. No nays. Eight ayes.

Scott/Eddy to waive the first presentation and pass Ordinance #1939, “Appropriations Ordinance 2023-2024 of the City of Pana.” The motion carried on the following roll call vote: Beeson, Christer, Eddy, Schneider, Stephens, Scott, Smith, Garrett voting aye. No nays. Eight ayes.

Scott/Smith to approve the Letter of Understanding Regarding Commercial Driver’s License for New Employees with AFSCME Local 726. The motion carried on the following roll call vote: Christer, Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson voting aye. No nays. Eight ayes.

Scott/Smith to approve Resolution #23-12, “A Resolution for Purchase of 401 E 1st St from Christian County Trust” with funds being taken from the general fund. The motion carried on the following roll call vote: Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer voting aye. No nays. Eight ayes.

Scott/Beeson to waive the first presentation and pass Ordinance #1940, “An Ordinance Approving Addendum to Workshop Market Redevelopment Agreement.” The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer, Eddy voting aye. No nays. Eight ayes.

City Engineer Greg Holthaus informed Council that storm sewer exploration to search for water leaks will begin downtown this week. He thanked the Street Department for their work on storm clean up.

Street Department Foreman Chris Dressen thanked CB Enterprises from Assumption and Stark Services for their help with storm clean up. He also thanked the homeowners for their help in picking up debris.

Scott/Beeson to approve the project authorization for Milano & Grunloh Engineers, LLC in the amount of $15,000. The motion carried on the following roll call vote: Stephens, Scott, Smith, Garrett, Beeson, Christer, Eddy, Schneider voting aye. No nays. Eight ayes.

Mayor Pastor recognized Clayton Stinson of At Your Service Roofing for the excellent work at Kitchell Park as well as other improvements being done to beautify the City.

Scott/Smith to hire Zachary Maton as Waste Water Treatment Plant Operator. The motion carried on a voice vote.

Scott/Stephens to approve sewer adjustment for Crystal Edrington at 800 W Washington Street in the amount of $509.03 leaving a remaining balance of $855.96. The motion carried on the following roll call vote: Scott, Smith, Garrett, Beeson, Christer, Eddy, Schneider, Stephens voting aye. No nays. Eight ayes.

Scott/Stephens to revoke Lake Lot Lease at M10 – Sirbaugh. The motion carried on the following roll call vote: Smith, Garrett, Beeson, Christer, Eddy, Schneider, Stephens, Scott voting aye. No nays. Eight ayes.

Scott/Stephens to authorize payment to Castle Concrete Construction in the amount of $5,640 for removal and replacement of road gutter on Holly Street. Invoice is to be paid from ARPA Residential Infrastructure Repairs fund. The motion carried on the following roll call vote: Garrett, Beeson, Christer, Eddy, Schneider, Stephens, Scott, Smith voting aye. No nays. Eight ayes.

Scott/Stephens to authorize payment to CCI Redi-Mix in the amount of $1,300.13 for 8.25 yard of concrete for the Holly Street road gutter. Invoice is to be paid from ARPA Residential Infrastructure Repairs fund. The motion carried on the following roll call vote: Beeson, Christer, Eddy, Schneider, Stephens, Scott, Smith, Garrett voting aye. No nays. Eight ayes.

Eddy/Scott to use ARPA funds to purchase squad car for the Police Department. The motion carried on the following roll call vote: Beeson, Christer, Eddy, Schneider, Stephens, Scott, Smith, Garrett voting aye. No nays. Eight ayes.

Beeson/Christer to accept applications and instruct staff to draft Façade Grant agreements with Eric Denton and Roseland Theater. The motion carried on the following roll call vote: Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer voting aye. No nays. Eight ayes.

Beeson/Smith to accept application from Taco Rey for Business District assistance and direct staff to draft a redevelopment agreement. The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer, Eddy voting aye. No nays. Eight ayes.

Beeson/Christer to accept application from Roseland Theater for TIF assistance and direct staff to draft a redevelopment agreement. The motion carried on the following roll call vote: Stephens, Scott, Smith, Garrett, Beeson, Christer, Eddy, Schneider voting aye. No nays. Eight ayes.

Beeson/Smith to approve payment to Workshop Market for roof replacement on 119 E 2nd St in accordance with Redevelopment Agreement in the amount of $27,78.14. The motion carried on the following roll call vote: Scott, Smith, Garrett, Beeson, Christer, Eddy, Schneider, Stephens voting aye. No nays. Eight ayes.

Scott/Schneider to approve the sidewalk petition for Jim Oller at 13 Beyers Ave- Rhodes Concrete is contractor, CCI to provide 2.5 yards of concrete. The motion carried on the following roll call vote: Smith, Garrett, Beeson, Christer, Eddy, Schneider, Stephens, Scott voting aye. No nays. Eight ayes.

Scott/Eddy to approve the sidewalk petition for Joann Kindermann at 505 S Locust St - Rhodes Concrete is contractor, CCI to provide 2.75 yards of concrete. The motion carried on the following roll call vote: Garrett, Beeson, Christer, Eddy, Schneider, Stephens, Scott, Smith voting aye. No nays. Eight ayes.

Eddy/Beeson to approve a Cystic Fibrosis Fundraiser at Kitchell Park on September 23, 2023 from 9-5. The motion carried on a voice vote.

Scott/Beeson to adjourn. The meeting adjourned at 7:34 p.m.
