Village of New Baden Board of Trustees met Aug. 7.

The Regular Meeting of the New Baden Village Board was held on Monday, August 7, 2023. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was called to order by Mayor Zurliene at 7:00 pm.
Present and answering to roll call: Mayor Taylor Zurliene; Trustees Chris Locke, Cindi Meredith-Wheelan, Rebecca Schomaker, Christine Jackson, and Larry Thoeming. Absent: Trustee Bob Oster. Staff Members Present: Village Clerk Teri Crane; Village Administrator Galen Mahle; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Public Works Commissioner Tim Deien; Chief of Police Chuck Mackin; and Treasurer Casey Weekley. Staff Members Absent: Ambulance Director Allen Gilbert.

Board members reviewed the June and July 2023 Treasurer’s Reports prepared by Treasurer Weekley.
Consent Agenda
A motion was made by Trustee Jackson and seconded by Trustee Schomaker to approve the Consent Agenda, which includes the of payment of current invoices and minutes from the July 17, 2023, regular meeting. The Consent Agenda also included the approval of the following: 1) New Baden Chamber of Commerce request to use Village Park grounds for Annual Chili/ Soup Cook-off from 5pm on October 27, through 12 noon on October 29, 2023; 2) Chamber of Commerce request for closure of Circle Drive at Village Park for 2023 Cook-off; 3) Approve Class “E” Liquor License (Civic Organization): Chamber of Commerce Chili/ Soup Cook-off on Saturday, October 28, 2023; 4) Chamber of Commerce Sign Request for placement of signs at Village Park for 2023 Cook-off; and 5) Chamber of Commerce request for Waiving of Fees associated with the Police Protection Policy for 2023 Cook-off.
Ayes: Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

A majority of the Board voting aye, the motion carried.
Ordinance 2023-08-07- A: Decreasing the Number of Class “A” Liquor Licenses Available for Issue
A motion was made by Trustee Schomaker and seconded by Trustee Jackson to pass Ordinance 2023-08-07-A: Decreasing the number of Class “A” Tavern Liquor Licenses Available for Issue. This ordinance decreases the Class A Tavern Licenses available from two (2) to one (1). This change is the result of the closure of the “Wooden Mouth” in May 2023.
Ayes: Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.
Nays: None.

MFT Maintenance FY 2024 Bid Award
Fiscal Year 2024 MFT Maintenance bids were due on August 2, 2023. Bids are as follows:
- Bituminous Materials (HFE-150): Illiana Construction Company, $3.10/gal ($60,760.00); and Don Anderson Co., Inc., $3.11/gal ($60,956.00).
- Seal Coat Aggregate and Crushed Stone (CA15): Beelman Logistics LLC, $18.38/ton ($19,299.00) and S-C Transport, $16.63/ton ($17,461.50).
- Seal Coat Aggregate (loaded and spread): Illiana Construction Company, $25.00/ton ($26,250.00) and S-C Transport, $6.09/ton ($6,394.50).
- Aggregate (CA6): Beelman Logistics LLC, $11.38/ton ($3,414) and S-C Transport, $11.02/ton ($3,306).
MFT Maintenance FY 2024 Bid Award, cont.
- Aggregate (CA7): Beelman Logistics LLC, $16.58/ton ($1,658) and S-C Transport, $16.42/ton ($1,642).
A motion was made by Trustee Jackson and seconded by Trustee Schomaker to accept the low bid of $3.10/gal, or $60,760 for 19,600 gallons from Illiana Construction Company of Urbana IL for Bituminous Materials, furnished and applied.
Ayes: Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.
Nays: None.

A majority of the Board voting aye, the motion carried.
A motion was made by Trustee Thoeming and seconded by Trustee Jackson to accept the low bid from SC Transport of New Baden IL for the following: Seal Coat Aggregate (CA15), furnished and delivered, $16.63/ton, or $17,461.50 for 1,050 tons; Seal Coat Aggregate, loaded and spread, $6.09/ton, or $6,394.50 for 1,050 tons; Aggregate (CA6), $11.02/ton, or $3,306 for 300 tons; and Aggregate (CA7), $16.42/ton, or $1,642 for 100 tons.

A majority of the Board voting aye, the motion carried.
There being no further business to be brought before the Village Board, a motion was made by Trustee Schomaker and seconded by Trustee Meredith-Wheelan to adjourn the meeting.

Nays: None.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:21 pm.
