City of Assumption Finance Committee met Sept. 25.
Here are the minutes provided by the committee:
The meeting was called to order at 6:30 p.m. at City Hall by Chairman Gary Nelsen.
Roll call was answered by Alderpersons Nelsen and Reed. Also present was Treasurer Angel Palmer, Alderperson Walden and City Clerk Janet Waller.
Present in the audience was Bryan Deming from DC Waste.
Absent were Mayor Derek Page and Alderperson Ross Workman.
Alderperson Reed made a motion to approve the August 28, 2023 Finance Committee meeting minutes, seconded by Alderman Workman. Motion carried with Alderperson Nelsen, Reed and Workman voting aye and 0 nays.
Under old business:
Mayor Page updated the committee on 326 N Poplar. The owner would like to turn the property over to the City as they are unable to repair or demolish the house. A title search for liens will be done. There is an outstanding water bill for over $800 and the council will need to make a decision on the outstanding bill. The council will also need to decide if the City receives the property to sell it as is with conditions to demolish the house or if the City will need to demolish the house before selling.
The committee discussed the old Bond School property. Mayor Page would like to pay for the tree removal from RHG and the property owner will be billed for the cleanup.
Mayor Page had been approached about possibly getting a defibrillator at the concession stand. It was also brought up about getting some for churches also.
Under new business:
Bids will be opened at council for 712 E Illinois.
The committee discussed trick or treating hours for October 30 and 31 from 5:30 to 8 pm.
Trunk or treat will be held on October 29 from 4 to 6 pm and would like to close Walnut Street for the event.
A motion to authorize and direct the Mayor to sign the Letter of Engagement Memorandum for the Assumption/Christian County Enterprise Zone will be on the agenda. The $7,500.00 fee will be paid for by People’s Bank.
Also on the agenda is a motion to allow Mayor Page to serve on the Christian County Economic Board at the cost of $750.00.
A resolution to finalize the TIF Agreement for the Knotty Pine Bar and Grill will be on the agenda.
The committee discussed the request to change the serving liquor age from 21 to 18 years old. Committee agreed to send to council for a vote.
An ordinance for the Baxmeyer Subdivision will be on the agenda along with a Covenance Ordinance.
The council will vote on a garbage hauler at the City Council Meeting. The committee agreed Waste Management is out since they did not turn in a proposal by the Finance Meeting as requested.
Employee Handbooks will be on the agenda for the amended changes.
Chastain invoices are on the agenda for approval at the City Council Meeting. The disbursement for Petersburg Plumbing is $363,002.35.
Public Comments:
Bryan from DC Waste is interested in becoming the trash hauler for Assumption and submitted a quote. DC Waste also offers recycling and can do their own billing.
