Village of New Baden Board of Trustees met Nov. 6.

Here are the minutes provided by the board:

The Regular Meeting of the New Baden Village Board was held on Monday, November 6, 2023. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was called to order by Mayor Zurliene at 7:00 pm.

Present and answering to roll call: Mayor Taylor Zurliene; Trustees Bob Oster, Chris Locke, Cindi Meredith-Wheelan, Rebecca Schomaker, and Larry Thoeming. Absent: Trustee Christine Jackson. Staff Members Present: Village Clerk Teri Crane; Village Administrator Galen Mahle; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Public Works Commissioner Tim Deien; Chief Building and Zoning Official Mark Thaler; Chief of Police Chuck Mackin; and Ambulance Director Allen Gilbert. Staff Members Absent: Treasurer Casey Weekley.

Community Coordination Committee Meeting

The Community Coordination Committee met at 6pm prior to the Regular Meeting. The discussion was the New Baden Chamber of Commerce request to do electrical upgrades at the Community Park. This will be discussed later in the Regular Meeting.

Plan Commission: Public Hearing

The Plan Commission will have a Public Hearing on November 14, 2023 at 6pm for a Special Use Permit at 100 W Missouri St.

Citizen to Address the Board: Bob Oster

Trustee Bob Oster wanted to extend thanks to Nordike Funeral Home for the installation of a Park bench in memory of K9 Kimbo, who recently passed. Nordike Funeral Home has been a supporter of the New Baden Police Department and the K9 Program.

Consent Agenda

A motion was made by Trustee Schomaker and seconded by Trustee Oster to approve the Consent Agenda, which includes the of payment of current invoices and minutes from the October 2 and October 16, 2023, regular meetings.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Thoeming.

Nays: None.

Absent: Jackson.

A majority of the Board voting aye, the motion carried.

Ordinance 2023-11-06-A: Granting a Special Use Permit for 2 W Hanover St to be used as a Mechanic Shop

A motion was made by Trustee Schomaker and seconded by Trustee Locke to pass Ordinance 2023-11-06-A: Granting a Special Use Permit for 2 West Hanover St to be used as a Mechanic Shop. This Special Use Permit is a recommendation by the Plan Commission from the Public Hearing held on October 10, 2023. Per the Ordinance, the Special Use Permit is not transferable and will not accrue to any future owner or occupant of the property.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Thoeming.

Nays: None.

Absent: Jackson.

A majority of the Board voting aye, the motion carried.

New Baden Police Department: Hiring of Full-time Police Officer: Kyle Banker

A motion was made by Trustee Pederson and seconded by Trustee Locke to authorize the hiring of Kyle Banker as a Full-time Police Officer. Village Clerk Crane then swore in Mr. Banker.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Thoeming.

Nays: None.

Absent: Jackson.

A majority of the Board voting aye, the motion carried

Plan Commission: Appointment

No action.

Dedication of Bench at Village Park: Norma J. Munie

An application has been received for a Park Bench Memorial Donation from Donald Munie. The Park Bench will be in memory of Norma J. Munie, a family member of Mr. Munie. Mr. Munie stated that his family uses the New Baden Park for an annual reunion, and they felt the park was the best place for the memorial bench. Public Works Commissioner Deien will determine the best location for the bench. Lager Monument will coordinate the installation of the concrete pad and bench with Mr. Deien.

A motion was made by Trustee Oster and seconded by Trustee Locke to approve the placement of a Park Bench in memory of Norma J. Munie at the New Baden Park.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Thoeming.

Nays: None.

Absent: Jackson.

A majority of the Board voting aye, the motion carried.

New Baden Chambe of Commerce: Electrical Upgrades at Community Park

Scott Meinhardt, New Baden Chamber of Commerce President, was present to discuss proposed electrical upgrades at the New Baden Community Park. Mr. Meinhardt approached the Board in April 2022 by meeting with the Community Coordination Committee with an initial plan for electrical upgrades; he presented the new proposal to the committee at a meeting held prior to this regular meeting. Mr. Meinhardt stated that the final plans are not complete, but he wanted the Board to be aware before proceeding. The plan is to place new lights, with accessible electric, along the center circle. This will not only help with the Chamber’s annual Chili & Soup Cook-off, but other organizations that utilize the Park and Circle Drive. Once a final scope of work is completed, the project will be presented to the Village Board for final consideration. The consensus of the Board was in favor of this project. Mr. Meinhardt also invited the Board to attend the Chamber’s annual banquet, to be held on March 9, 2024.

There being no further business to be brought before the Village Board, a motion was made by Trustee Meredith-Wheelan and seconded by Trustee Locke to adjourn the meeting.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Thoeming.

Nays: None.

Absent: Jackson.

A majority of the Board voting aye, the motion carried; the meeting adjourned at 7:18 pm.
