City of Centralia City Council met Nov. 13.

MINUTES OF THE MEETING

OF THE CENTRALIA CITY COUNCIL

November 13, 2023

The City Council for Centralia, Illinois met on Monday, November 13, 2023, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Mayor Kuder; Council Member Castellari; Council Member Fontanez; Council Member Allen; and Council Member Jackson

Absent: None

Staff Members Present: Andrew Thomson, City Attorney; Derek Sherman, Economic Development Director; Steve Whritenour, Police Department; Chief Jeff Day, Fire Department; Gayla Harting, Community Development Director; Jeremy Henderson, Finance Director; Jeff Schwartz, Public Works Director; Bill Agee, Treasurer; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Theresa Flagg led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

Mayor Kuder asked that item 5.2. of the consent agenda be removed from the consent agenda and voted on separately during the meeting. It was stated that it needed to be amended to read as $1,371,951.82. A motion was made by Council Member Castellari and seconded by Council Member Jackson to Approve The Amendment To The Agenda Item.

PUBLIC PARTICIPATION

A service award was presented by the City Council recognizing Police Officer Matthew B. Dukes For 15 Years Of Service.

A Letter of Commendation was presented to Lt. Parson, Captain Perez, Sgt. Bundy, Officer Ripperda, Officer Beggs, and Telecommunicator Moss for their acts in the line of duty during a recent house fire.

CONSENT AGENDA

A Motion was made by Council Member Allen and seconded by Council Member Fontanez to Approve Items 1 and 3&4 of the Consent Agenda.

1. Approval Of The Minutes Of The October 23, 2023 City Council Meeting

3. A Resolution Approving A Request By The Downtown Christmas Stroll Committee For Use Of City Owned Property During An Event of December 1, 2023

4. An Ordinance Waiving The Application Of Chapter 11, Section 11-160 Of The Centralia Municipal Code Regarding The Location Restrictions For Hawkers, Peddlers, And/Or Transient Vendors During Public Events In The Downtown Area on November 17, 2023 and December 1, 2023

Ayes: Council Member Castellari; Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

As amended previously during the meeting, a Motion was made by Council Member Fontanez and seconded by Council Member Jackson for the Approval Of Payrolls And Vouchers In The Amount Of $1,371,951.82.

Ayes: Council Member Castellari; Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS AND COMMUNICATIONS

None

BIDS

City Manager Smtih stated that the annual bidding process for water treatment chemicals contributes to the overall efficiency and optimal use of budgeted funds for the plant. He noted the recommendations of specific chemicals and the respective companies’ bid price for each water treatment chemical bid. A Motion was made by Council Member Fontanez and seconded by Council Member Jackson to Approve A Bids For Water Treatment Plant Chemical Bids for 2023-2024.

Ayes: Council Member Castellari; Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS

Council Member Fontanez thanked the City Clerk for organizing the Veteran’s Resource Fair for the Veterans. He noted that the event provided a lot of information. He stated that the attendance was low but expects the event to grow year after year. Council Member Fontanez stated that recently he has noticed the large number of organizations that are doing giveaways of food and other necessities. He commended all of these organizations that were holding these events for the community members in need. Council Member Fontanez also commended CHS Drama Club for The Little Shop of Horrors production. He noted the talent at the high school in academics and other interests in addition to sports.

Council Member Allen discussed the competition between the Youth Commission and Gaetti Sports Academy to collect food during their food drive. She encouraged everyone that is able to donate to do so.

Mayor Kuder thanked the Veterans and recognized them for their service to the Country.

ADJOURNMENT

A motion was made by Council Member Jackson and seconded by Council Member Castellari to Adjourn The Meeting To Closed Session Under 5 ILCS 120/2(C)(21), For The Semi-Annual Review Of The Minutes Of The Meetings Lawfully Closed and Under 5 ILCS 120/2(C)(6), The Setting Of A Price For Sale Or Lease Of Property Owned By The Public Body.

Ayes: Council Member Castellari; Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried, and the meeting was adjourned at 6:12 p.m.
