City of Litchfield City Council met Jan. 4.

Here are the minutes provided by the council:

Mayor Dougherty called the Regular Meeting to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Marilyn Sisson, Dwayne Gerl, Dan Newkirk,

Sara Zumwalt, Joshua Hughes, Kassidy Paine, Jacob Fleming, and Ray Kellenberger. The Mayor declared that a quorum was present.

Mayor' s Report:

Mayor Dougherty announced that in two or three weeks City staff will begin going door to door to complete the required service line inventory. He also recognized the Kilton Fund for providing the funding for the new sign in Carnegie Park which will be used to display events, boil orders, and announcements for the City.

Appointments:

Police Chief Kenny Ryker introduced Michael Carlock as the newest member of the police department having recently completed the Police Academy training. Michael was then sworn in by City Clerk Carol Burke.

Other Business:

Alderperson Gerl made a motion, seconded by Alderperson Newkirk to accept the minutes from the December 21, 2023 meeting.

The Mayor directed a roll call vote.

Aye: Sisson, Gerl, Newkirk, Zumwalt, Hughes, Paine, Fleming, Kellenberger.

Nay: None.

Motion carried.

Alderperson Kellenberger made a motion, seconded by Alderperson Hughes to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills and process payroll.

The Mayor directed a roll call vote.

Aye: Sisson, Gerl, Newkirk, Zumwalt, Hughes, Paine, Fleming, Kellenberger.

Nay: None.

Motion carried.

New Business:

Water:

Alderperson Fleming made a motion, seconded by Alderperson Gerl to approve the purchase of materials from Core & Main for an 8" water main along 16th Avenue from Eagle Ridge Drive to Solar Circle for an amount not to exceed $ 31, 721. 50.

The Mayor directed a roll call vote.

Aye: Sisson, Gerl, Newkirk, Zumwalt, Hughes, Paine, Fleming, Kellenberger.

Nay: None.

Motion carried.

Fire:

Alderperson Hughes made a motion, seconded by Alderperson Zumwalt to approve an Ordinance authorizing the surplus and trade-in of a Rice Fire Hose Tester. The Mayor directed a roll call vote.

Aye: Sisson, Gerl, Newkirk, Zumwalt, Hughes, Paine, Fleming, Kellenberger.

Nay: None.

Motion carried.

Economic Development:

Alderperson Kellenberger made a motion, seconded by Alderperson Fleming to approve a resolution of support and commitment of local funds for the Illinois CDBG Housing Rehabilitation Grant.

The Mayor directed a roll call vote.

Aye: Sisson, Gerl, Newkirk, Zumwalt, Hughes, Paine, Fleming, Kellenberger.

Nay: None.

Motion carried.

Having no further business, Alderperson Kellenberger made a motion, seconded by Alderperson Gerl to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 6: 38 p.m.
