City of Assumption City Council met Feb. 7.

Here are the minutes provided by the council:

Meeting called to order at 7:00 p.m. at the Bromwell Lodge by Mayor Derek Page who led the Pledge of Allegiance.

Roll call was answered by Alderpersons Gary Nelsen, Selena Reed, Kandy Smith, Travis Sullivan, Donny Walden and Ross Workman. Also, present were Mayor Derek Page, Attorney Stephen Hedinger, Employee Dana Owens and City Clerk Janet Waller.

Present in the audience were Joyce Throneburg, Engineer Ron Legner from Chastain’s, John and Julie Holthaus, Tom Dooley, Dan Davis and Kim Porter.

Council Member Walden, seconded by Council Member Smith, made a motion to approve the minutes of January 3, 2024 City Council Meeting. Motion carried with Alderpersons Nelsen, Reed, Smith, Sullivan, Walden and Workman voting aye and 0 nays.

Approval of Bills:

Council Member Workman, seconded by Council Member Nelsen, made a motion to approve the payment of bills as they appear on Warrant Sheets. Motion carried with Alderpersons Workman, Walden, Sullivan, Smith, Reed and Nelsen voting aye and 0 nays.

Communications from the Mayor:

Congratulations to the 8th Grade Central A&M Raiders going to state. Work will begin on the subdivision on February 12th.

The City will get $49,000 from FEMA due to the storms.

The new trash company is happy with how things are going and will be attending the Committee of the Whole meeting.

Communications from the City Attorney:

Attorney Hedinger will address things as we go over the agenda.

Communications from the Treasurer:

Treasurer Palmer encouraged everyone to attend the blood drive in memory of Conner and Keagan.

Communications from the Alderpersons:

The council asked for an update from IDOT on the Rt 51 and Leafland intersection. Under New Business:

Engineer Ron Legner gave an update on the Watermain Project. The crew should be back on site by the middle of February. The project is approximately 27% complete.

Sanitary Sewer Phase 2 has been on site working and is approximately 37% complete.

The Water Treatment Plant will be advertising bids next week and will approve the bids at the April council.

Motion to approve Watermain Replacement Project

Petersburg Pay Request $3,612.60 Loan Disbursement $9,062.50 Total $12,765.10

Council Member Sullivan, seconded by Council Member Smith, made a motion to approve the pay request and loan disbursement for the Watermain Replacement Project for a total of $12,765.10. Motion carried with Alderpersons Smith, Walden, Workman, Sullivan, Reed and Nelsen voting aye and 0 nays.

Motion to approve Lead Service Line

Petersburg Pay Request $26,204.84 Loan Disbursement $33,754.93 Total $59,959.77

Council Member Smith, seconded by Council Member Sullivan, made a motion to approve the pay request and loan disbursement for the Lead Service Line Project for a total of $59,959.77. Motion carried with Alderpersons Reed, Walden, Sullivan, Smith, Workman and Nelsen voting aye and 0 nays.

Motion to approve Sanitary Sewer Project

Petersburg Pay Request $96,787.48 Loan Disbursement $105,861.16 Total $202,648.64

Council Member Sullivan, seconded by Council Member Walden, made a motion to approve the pay request and loan disbursement for the Sanitary Sewer Project for a total of $202,648.64. Motion carried with Alderpersons Workman, Walden, Sullivan, Smith, Reed and Nelsen voting aye and 0 nays.

Motion to approve Chastain invoices:

0000050 Sewer Separation Phase 2 $9,073.68 7644.01-19 Water System Improvements Phase 2 $2,315.65 7644.02-13 Water System Improvements – Lead Service $7,550.09 7644-43 Water Improvements – Water Plant Addition $8,555.90 Total Amount $27,495.32

Council Member Reed, seconded by Council Member Workman, made a motion to approve the Chastain invoices listed above for a total of $27,495.32. Motion carried with Alderpersons Smith, Walden, Workman, Sullivan, Reed and Nelsen voting aye and 0 nays.

The sealed bids for the 1999 Dodge Ram 1500 truck were opened. The bids received were:

Brady Sloan $500.00

Kevin Fry $501.00

Steve Hedinger $1,500.00

Kenny Smith $300.00

Clay McLeod $1,500.00

After the bids were opened Steve Hedinger withdrew his bid. The winning bid was Clay McLeod. Council Member Walden, seconded by Council Member Sullivan, made the motion to approve the bid for $1,500.00 from Clay McLeod. Motion carried with Alderpersons Sullivan, Nelsen, Smith, Reed, Walden and Workman voting aye and 0 nays.

The cost of the audit from LMHN Accountants will be $16,115.00. Council Member Nelsen, seconded by Walden, made the motion to approve the LMHN audit for $16,115.00. Motion carried with Alderpersons Reed, Walden, Sullivan, Smith, Workman and Nelsen voting aye and 0 nays.

The cost of tires for the squad car will be $970.00 from Dave Reed Automotive. Council Member Workman, seconded by Sullivan, made the motion to approve tires for $970.00 from Dave Reed Automotive. Motion carried with Alderpersons Walden, Nelsen, Smith, Workman and Sullivan voting aye and 0 nays. Reed abstained.

The cost for equipment for the service bed for the Water Supt’s truck will be approximately $3,000.00. Council Member Walden, seconded by Council Member Workman, made a motion to approve $3,000.00 for equipment for the Water Supt truck. Motion carried with Alderpersons Workman, Walden, Sullivan, Smith, Reed and Nelsen voting aye and 0 nays.

Mayor Page discussed a Special Needs form for ages 2 to 15 that will need to be completed before a sign can be placed in residential areas where needed. Council Member Smith, seconded by Council Member Sullivan, made a motion to approve the Special Needs form. Motion carried with Alderpersons Reed, Walden, Sullivan, Smith, Workman and Nelsen voting aye and 0 nays.

The Assumption Fest is scheduled for May 23 thru 25 and will need to close the roads for the fest. Council Member Sullivan, seconded by Council Member Reed, made a motion to approve the closure of the roads for the Assumption Fest May 23 thru May 25. Motion carried with Alderpersons Sullivan, Nelsen, Smith, Reed, Walden and Workman voting aye and 0 nays.

A temporary liquor license will also be needed for the Assumption Fest for the beer tent. Council Member Nelsen, seconded by Council member Sullivan, made a motion to approve the temporary liquor license for the Assumption Fest. Motion carried with Alderpersons Walden, Nelsen, Smith, Workman, Reed and Sullivan voting aye and 0 nays.

The advertising cost for the Assumption Fest will be $1,000.00. Council Member Walden, seconded by Council Member Workman, made a motion to approve $1,000.00 advertising for the Assumption Fest. Motion carried with Alderpersons Nelsen, Reed, Smith, Sullivan, Walden and Workman voting aye and 0 nays.

The School Resource Officer has training in June and will be staying overnight 3 nights at a cost of $140.00 a night. The cost of training is $250.00. The training and hotel stay will be submitted to the school for reimbursement of 50%. Council Member Workman, seconded by Council Member Nelsen, made a motion to approve training and hotel stay. Motion carried with Alderpersons Smith, Walden, Workman, Sullivan, Reed and Nelsen voting aye and 0 nays.

The purchase agreement for potential buyers for the Baxmeyer Subdivision was reviewed by the council. Council Member Walden, seconded by Council Member Smith, made a motion to approve the purchase agreement for potential buyers for the Baxmeyer Subdivision. Motion carried with Alderpersons Workman, Walden, Sullivan, Smith, Reed and Nelsen voting aye and 0 nays.

The Baxmeyer Addition Restrictions and Covenants was reviewed by the council. Council Member Smith, seconded by Council Member Reed, made a motion to approve the Baxmeyer Addition Restrictions and Covenants. The Baxmeyer Addition Restrictions and Covenants will need filed at courthouse along with the Subdivision Platt. Motion carried with Alderpersons Sullivan, Nelsen, Smith, Reed, Walden and Workman voting aye and 0 nays.

The sign for advertising for the Baxmeyer Subdivision will be paid for by Assumption Community Pride Association.

The TIF application for the Assumption Ambulance will be placed on temporary hold per Mayor Page.

The name for the road for the subdivision was discussed. Council was in agreement to name the road Baxmeyer Lane. Council Member Reed, seconded by Council Member Walden, made a motion to approve the name Baxmeyer Lane for the road in the subdivision. Motion carried with Alderpersons Walden, Nelsen, Smith, Workman, Reed and Sullivan voting aye and 0 nays.
