1. A motion to accept the minutes from the April 4, 2024 meeting.

2. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll.

1. Wastewater - Jake Fleming - A motion to approve a Resolution for an amendment to the agreement for operations, maintenance, and management services for the Wastewater Treatment Facility with Veolia Water North America – Central, LCC.

2. Water - Jake Fleming - A motion to award bids for water treatment chemicals as follows:

Liquid Lime to Mississippi Lime

Carbon to Donau Carbon

Liquid Alum to USALCO

Chlorine, citric acid, hypochlorite and caustic to Hawkins

The remainder to Brenntag

3. Fire - Josh Hughes - A motion to award the bid for a new KME FC-94 1800 Gallon Pumper Tanker to Mac’s Fire and Safety for a cost not to exceed $726,650.

4. Streets - Dwayne Gerl - A motion to approve a Design & Construction Engineering Agreement with Milano & Grunloh Engineering for the installation of 1,800 feet of sidewalk along the north side of Sallee Street from Jefferson Street to Harrison Street for a cost not to exceed $38,051.10.

5. Streets - Dwayne Gerl - A motion to adopt the Litchfield Sidewalk Master Plan.

6. Lake - A motion to approve a Resolution of Support Authorizing the Application of Illinois Environmental Protection Agency Section 319 Grant under the Clean Water Act.

7. Building & Zoning - Ray Kellenberger - A motion to approve an Ordinance authorizing the sale of City owned surplus real estate, commonly known as 1524 N. Madison Street, to Lindell and Vernetta Hardt, pursuant to contract as attached.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “Discussion of minutes of meeting lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06.” (5ILCS 120/2(2)(C)(21)

2. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).

3. “The selection of a person to fill a public office, as defined in this Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance.” (5 ILCS 120/2(2)(C)(3)

New Business:

1. A motion to approve the Executive Session minutes from the March 15, 2024, March 21, 2024 and April 4, 2024 meeting.

2. A motion to act on Alderpersons’ request to rescind a severance offer.

3. A motion to act on Alderpersons’ request to direct the City Administrator to recommend termination of an employee without cause.

4. A motion to act on City Administrator’s recommendation to terminate employee without cause and authorize payment of severance pursuant to 5 ILCS 415/1, et seq.

5. A motion to act on recommendation to approve Settlement Agreement and Release for the employee identified in Executive Session.
