Macoupin County Board Road and Bridge Committee met April 3.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Kiel, Heuer, Adden, Armour, Barr, Rosentreter, Reinhart

ABSENT: Wiggins

II. AUDIT BILLS

1. Review and Recommend monthly claims

Claims 103 through 106 and 14120 through 14142 totaling $ 97,665.10 were read.

Motion made by Armour, seconded by Adden to approve the claims and recommend payment by the full board.

RESULT: APPROVED [5 TO 0] 

AYES: Kiel, Heuer, Adden, Armour, Rosentreter

ABSTAIN: Barr

ABSENT: Wiggins

III. 50/50 PETITIONS

The following 50/50 project petitions were presented:

Chesterfield #39    $ 5,000.00       $ 2,500.00 

Scottville #61          13,000.00         6,500.00

The County’s obligation for the projects will be the “County Share” only.

Motion made by Armour seconded by Rosentreter to approve the petitions and recommend passage by the full board.

RESULT: RECOMMENDED [UNANIMOUS]

IV. NEW BUSINESS

V. RESOLUTIONS

1. Resolution approving the results of the 2023 MFT rock letting

The Committee reviewed the results of the March 28th Motor Fuel Tax oil and patch letting for the county and townships. Most prices are up slightly over 2023. The following motion was made:

Motion made by Armour, seconded by Adden to approve and recommend to the full board a resolution to accept the bids and award contracts to the low bidders.

RESULT: MOTION TO RECOMMEND [UNANIMOUS] 

MOVER: Todd Armour, Member

SECONDER: Ross Adden, Member

AYES: Kiel, Heuer, Adden, Armour, Barr, Rosentreter

ABSENT: Wiggins

2. Resolution approving County Engineer to order from joint purchasing program The Committee reviewed a resolution granting the County Engineer authority to purchase commodities through the State of Illinois’ Department of Central Management Services Joint Purchasing Program. The County Engineer and his predecessors have been purchasing items through the Joint Purchasing Program for over 30 years but now the state is requiring a resolution showing the County Engineer has the authority to do so.

Motion made by Adden, seconded by Rosentreter to approve and recommend to the full board a resolution giving the County Engineer the authority to purchase from the Joint Purchasing Program

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

VI. DISCUSSION

1. ARPA

The Committee was updated on the ARPA projects. The construction of the salt storage building has begun. All four tandems are at Viking-Cives waiting for the bodies to be installed. We are paying the invoice for the four chassis this month.
