Macoupin County Board Finance Committee met June 4.

II. AGENDA ITEMS
1. Resolution Adjusting Mental Deficiency Fund Appropriation
Duncan said this resolution would adjust the Mental Deficiency Fundappropriation to allow for MCDD and Locust Street to get their full property tax distribution.
Motion by Stayton, seconded by Kiel to recommend the resolution.

Garrison said the copier his office has had since he started in the office was in need to replacement since getting parts for it was becoming complicated as it was so old. He could lease a new one, but since he had some additional salary money left in his budget, he would like to outright purchase it for about $5,000 so he would not have a reoccurring expense in the future.
Motion by Heuer, seconded by Adden to recommend the outright purchase of a copier.

Duncan passed out updated General Fund expenses and revenues for nextyear's FY 24-25 budget. The expenses were based off of the full requests from all officials and department heads. He had also adjusted the county administration line item, put in an increase for the insurance line item since after talking with the broker it sounded like it had been another bad year for claims and so there was probably an increase coming at renewal time, contractual services was decreased by $50,000 and that was moved back to the Capital Outlay line item since he wasn't sure what the committee's pleasure was on the township road sign situation. He also lowered the permanent transfer line item to include $200,000 for a transfer to Tort Liability and $115,000 for a transfer to Animal Control.
On the revenue side, he had readjusted the numbers updating the monthly averages through the end of May. There were two significant changes to the projection. He had nearly finalized property tax distributions so that increase reflected the final amount. The Income Tax three year average also increased substantially as the April collection distributed in May is always a higher number. It shouldn't be expected to increase like that again this summer. With the new projections, the current deficit is $339,109.
The committee agreed to meeting on June 17th at 5:00 pm to begin work on the tentative budget and wanted all officials and department heads to be invited to attend in case their were any questions on their budgets.
