1) Consent Agenda
a. Approval of minutes of the July 1, 2024 Salem City Council meeting.
b. Salem Chamber Director has asked to use Sweney Corner for trick-or-treat on October 31 in conjunction with downtown trick or treat. Halloween falls on Friday this year so the general consensus would be to leave trick or treat on the 31st.
Recommend omnibus approval of the consent agenda
2) Ordinance 2024-14 allowing the property located at 406 W. Main to be sold as surplus. Sealed bids have been requested and will be opened at the July 22, 2024 council meeting. Providing bid specifications are met, recommend approval of high bid on the property.
3) Request approval of the FY 24’ Budget Amendment. Finance Director Barrow is working on finalization of the FY 24’ budget year. Recommend approval of the amended FY 24’ budget as presented.
4) RFPs were sent out to televise sewer lines on the southeast downtown quadrant of town for an upcoming grant application. Two requests were received, this is not a budgeted expense but a necessary expense to determine the extent of damage to the lines prior to entering into a contract for replacement. Recommend approval from the low bid of $17,281.25 from Midwest Underground Discovery to televise sewer lines in the southeast quadrant of the downtown area.
5) A request has been made by Leon Chapman to vacate an alley on the west and south sides of his property. Mr. Chapman owns the land directly to the south of the alley and shares the alley to the west with a neighboring property owner. The vacate would be shared on the west side but fully granted to Mr. Chapman on the south side. The existing alley to the east will remain as platted. 6) Recommend approval of Accounts Payable for the period of 6-17-24 – 7-12-24
