Macoupin County Board Finance Committee met July 2.
Here are the minutes provided by the Committee:
I. CALL TO ORDER
PRESENT: Payne, Armour, Heuer, Kiel, Stayton
ABSENT: Adden, Dragovich
II. AGENDA ITEMS
1. Tentative FY 2024-2025 Budget
Payne said that the tentative budget was presented in the packet and asked if anyone who was at the last meeting wanted to discuss it. Stayton said that this tentative budget has a surplus of $19,200. It would be a flat budget with the exception of paying for the salary increases previously approved by the Board or 3% raises for the non-union employees who aren't in a contract. They had tried to do a line by line review to balance the budget, but after working through some of the budget, they realized that it would probably not be able to get to a balanced budget that way without spending hours and hours doing it and still might get there even in the end. Payne and Stayton agreed that this was the best option that the committee had in front of them.
Motion by Stayton, seconded by Kiel to recommend the tentative budget for FY 2024-2025.

2. Pictometry Bill - GIS Fund Lack of Ability to Pay
Duncan said this was the bill that Bresnan had discussed in his budget request that the GIS Fund did not have the money to cover. The bill is $51,000. The GIS Fund had $32,000 in it but that fund also pays three salaries so not all $32,000 could be spent on this bill. Bresnan would have some additional money in his budget since he didn't make a new hire until a few months ago. There was also potentially more money in tax distributions to help cover the costs.
Motion by Armour, seconded by Stayton to recommend paying the bill.

3. Approving State Required Public Defender and Sheriff Salaries
Duncan said this was the required action to take to raise the Public Defender's salary and Sheriff's salary and receive the reimbursement.
Motion by Stayton, seconded by Armour to recommend to the full Board approving the increases.
