Macoupin County Board Road and Bridge Committee met Aug. 7.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Kiel, Heuer, Adden, Armour, Barr, Rosentreter, Wiggins, Schmidt, Reinhart

ABSENT:

Guests: Kortni Pabst and Scott Jansen from Apex Clean Energy

II. AUDIT BILLS

1. Review and Recommend monthly claims

Claims 14270 through 14301 totaling $ 103,180.89 were read and the following motion made:

Motion made by Armour, seconded by Rosentreter to approve the claims and recommend payment by the full board.

RESULT: APPROVED [UNANIMOUS]

MOVER: Todd Armour, Member

SECONDER: Molly Rosentreter, Member

AYES: Kiel, Heuer, Adden, Armour, Barr, Rosentreter, Wiggins

III. 50/50 PETITIONS

1. Polk #40

The following 50/50 project petitions was presented:

Project Estimate County Share

Polk #40 $ 16,000.00 $ 8,000.00

The County’s obligation for the project will be the “County Share” only.

Motion made by Rosentreter seconded by Adden to approve the petition and recommend passage by the full board.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

IV. NEW BUSINESS

1. Preliminary engineering agreement with Veenstra-Kimm for replacement of Hillcrest Road Bridge over Joes Creek

The Preliminary Engineering Agreement with Veenstra-Kimm for the replacement of the bridge on Hillcrest Road, County Highway 33 was considered. The Illinois Department of Transportation has closed the bridge due to structural instability. The following motion was made:

Motion made by Armour, seconded by Rosentreter to approve the preliminary engineering agreement with Veenstra-Kimm in an amount not to exceed $96,021.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

2. Lotus Wind RUA

Scott Jansen and Kortni Pabst of Apex presented the final Road Use Agreement for the Lotus Wind Farm. There was a lengthy discussion about the various fees, payments and items covered with the Road Use Agreement. The following motion was made:

Motion made by Rosentreter, seconded by Wiggins to table the approval of the Lotus Wind Farm Road Use Agreement until the September meeting to give the committee members an opportunity to read the entire agreement.

RESULT: TABLED [UNANIMOUS]

3. Gander Pointe Minor Subdivision

The Committee reviewed the final plat of the Gander Pointe Minor Subdivision. The subdivision is located in Section 20 of Brighton Township along Brown Road. All signoffs have been received but the subdivider provided no soil analysis for the Public Health Department to determine if the lots were able to support a private sewage disposal system. Following motion was made:

Motion made by Rosentreter, seconded by Barr to table the Gander Pointe Minor Subdivision pending the submittal of a soil analysis to the Public Health Department for it use in determining if the lots can support a private sewage disposal system.

RESULT: TABLED [UNANIMOUS]

V. DISCUSSION

1. ARPA

The Committee was updated on the ARPA projects. All four tandems are at Viking-Cives and scheduled to be complete by November. The bridge designs are proceeding. We are waiting for Corp of Engineers permits and environmental signoffs. Right-of-way acquisition has begun. Committee expressed concerns about obligating all the funds by the deadline. There was a discussion about what “obligation” means.

2. Renken Road

There was a brief discussion concerning Renken Road and a grant application that has been submitted for the engineering of the road. Madison County has joint maintenance and jurisdiction responsibility of the road and refuses to assist in any improvements.

3. Brighton Bunker Hill Road Citizen Concern

Chairman Schmidt informed the Committee that he has met Jason Ironwing concerning his driveway entrance on the new section of Brighton-Bunker Hill Road. Chairman Schmidt expressed that he understood Mr. Ironwing’s concerns. Several of the Committee members offered to look at the entrance.
